I have posted a question on the White House You Tube Channel, asking the President to use
an Executive Order to create a Cold War Service Medal. If you follow the message below click on the White House You Tube channel link, on the right side type Cold War in the search box when the question comes up please click on like to vote in favor of the Medal.

What would you ask President Obama?
Tomorrow, President Obama will deliver his State of the Union address at 9:00 p.m. ET. During that speech, he’ll lay out his vision for an America where hard work and responsibility are rewarded, where everyone does their fair share, and where everyone is held accountable for what they do.
There is a range of ways to get involved with this year’s State of the Union address.

U.S. Embassy in Syria to close

It appears that the U.S. Embassy in Damascus will close and all American personnel will
be evacuated by the end of this month.

According to senior Obama administration officials, this is to safeguard American lives due to
the problems and the decline of security issues.

Syrian President Bashar al-Assad has so far not been willing to increase protection to the Embassy,
and unless he does provide additional security the Embassy will be closed.

New York State increases tax exemption for Cold War Veterans

The New York Sate Legislature has taken a brave step forward for Cold War Veterans.

The legislature recently increased the amount of tax exemptions being given to Cold War Veterans. The increase was from $12,000 to $54,000. For those with service connected disabilities the increase is from $54,000 to $180,000.

This exemption is for those who served during the Cold War, from Sept. 2, 1945 to Dec. 26, 1991. Other tax exemptions for those who served during wartime periods are already in place.

It is now up to each local tax board and city council to approve the increase. It is hoped that even with
municipalities facing financial problems that each and everyone will approve the new exemption amounts as quickly as possibly.

It is just a small way to thank, honor and remember those who served. Cold War Veterans are a
very large voting block, and will remember who stood up to assist us for a long time. For those
who might be against these increases, veterans have a long memory, elections are not that far away.

AMVETS seeking Cold War Veterans

Amvets is seeking Cold War Veterans to join. They are actively asking for us, at least in Virginia
they are making a push for our support; wanting us to become part of their organization.

American Veterans (AMVETS) is asking Cold War veterans to stepout of the shadows and make their voices heard through theestablishment of an AMVETS Posts in Chatham.

There are nearly six million ‘peacetime' veterans, those who servedduring the Cold War but not during ‘hot wars' and about 200,000 ofthose live in Virginia. Most are unaffiliated with any veteranorganization. AMVETS does not discriminate based on place or periodof performance.

"Honorable service equals eligibility" says Virginia AMVETS PublicRelations Officer Greg Eanes. "It's time for our Cold War veteransto affiliate as veterans. They served and their service is worthyof recognition. We won the Cold War - the Iron Curtain fell twentyyears ago and now an entire generation in Eastern Europe has grownup experiencing economic, political and social freedoms thatweren't available to their parents. Our American Cold War veteranscan take great pride knowing their services between 1945 and 1991helped make it happen."

Eanes said, "Affiliation with AMVETS provides a venue forsupporting veterans, widows, orphans and active military, providingcommunity services and the camaraderie of fellow vets." Only tenmembers are needed to start an AMVETS Post and they can meetanywhere; private homes, churches or be hosted by other veteransorganizations. Pittsylvania has over 5,000 veterans according toVeterans Administration statistics.

AMVETS was founded by World War II veterans who wanted their ownorganization. Eligibility was amended to include all veterans whoserved honorably. Eanes said, "Some of us got called to serveduring wartime, others got called go overseas, others served duringperiods of relative peace making them ineligible for other veterangroups. From an AMVETS perspective, all that matters is that wesigned the same contract and served honorably. All areveterans."

Doomsday Clock Moved to 5 Minutes to Midnight

The Bulletin of the Atomic Scientists (BAS) announced today that the hands of the Doomsday Clock were moved forward one minute to now read at 5 minutes to Midnight.

In a formal announcement Tuesday noted "It is five minutes to midnight. Two years ago it appeared that world leaders might address the truly global threats that we face. In many cases that trend has not continued or been reversed. For that reason the Bulletin of Atomic Scientists is moving the clock hand one closer to midnight back to its time in 2007."

The change was made due to the clear and present danger of nuclear proliferation and climate changes.

With Iran coming closer to producing nuclear weapons, North Korea becoming even more of an unknown, China building its military stronger, and Russia beginning to flex their muscle again; one
has to wonder when, not if, it will happen.

The United States and Russia did sign an agreement to reduce the stockpiles of nuclear weapons,
but there are rumblings that Russia might back out of the deal. With the distinct and inevitable possibility of the return of Putin as president of Russia, it seems quite likely that there will be a "reset" to the "reset", and not for the better.

Plus there are still many who say that climate change is not a cause for concern and that the world is merely progressing through natural cyclic changes. Of course anyone with even a small understanding of the true and relentless and ever spreading changes around us daily must know the truth. Something has to be done to reverse the warming on the planet.

The ticking of the clock becomes louder and all of the world leaders should take notice.

Unemployment Continues to Rise For Young Veterans

A new report from the Bureau of Labor shows that the unemployment rate for young veterans
aged 18-24 is now at 13.1 percent.

That means that one out of three veterans in that age group were without a job in the last quarter of 2011, that is up from one out of five in the final quarter of 2010.

Paul T. Conway, president of Generation Opportunity said "Those who made the decision to serve
our nation and to defend the freedom of all Americans are selfless individuals who, along with their
families, have made sacrifices for a cause greater than themselves. The fact that unemployment is
disproportionately high for young veterans should be a concern for every American."

Conway went on to say, "When young veterans-highly trained and tested professionals with a proven
ability to learn quickly, operate on a team, and produce results-are unable to find real opportunities
in the job market, it speaks to the poor state of our economy. The root of the problem does not
rest with the American veteran-the issue is the faltering economy and leadership in Washington
that is committed to higher regulations and job killing taxes that inhibit ingenuity and business
expansion, limiting opportunities for all Americans."

Facts like this make on wonder, is the economy getting any better? Is there any chance for change in the
near future?

No mention in this report of the effects on older veterans, many of whom have been out of work
for long periods of time. Many of these veterans have given up hope, and many of them have
become homeless, which is a completely different story.

Nor does it reflect on the enormous effect that will be felt by the thousand
of veterans returning from Iraq and Afghanistan who are coming home to find that their jobs
are no longer available.

No, there is no Cold War Medal this year-NOT in thne NDAA

Reports continue to crop up around the net, that are erroneous. They claim that the Cold War Medal
was approved. These false reports bring false hope and hurt feelings. Veterans see that and
think YES it finally happened, we have recognition, the world knows who we are.

Then reality hits and they find out the truth, we were let down again. We never know who
it was that objected, but we do know for a fact that the Department of Defense has been
opposed to the medal; perhaps some pressure being brought to bear from the DOD.

As reported here earlier, it in fact did not happen. The medal was removed from the NDAA
during the House/Senate conference meetings.

So many veterans had hoped that this year would in fact be the year to have our medal approved.
These mistaken posts just create more hurt and misunderstanding. Those who have fought for
this medal for over ten years were shot down again at the last minute.

Congress gives us hope and then dashes us to the ground to be trampled on over and over again.
When will the find to courage to step and and do the proper thing for the millions who served
during the Cold War?

We do not ask for much, just a simple medal and ribbon, with hopes for the future to have
a Cold War Memorial erected in our nation's capitol to honor all those who helped defeat
Communism. We did our best to keep the world free, many gave their lives in order to do so.

We are reminded of the old Brooklyn Dodgers..."wait till next year", and like the Broadway
Bums we will not go away. We will continue our quest until the last "Cold Warrior" is gone.

The fight continues, there are still the two stand alone bills S.402 and H.R. 1968. Ask your Senators
and Representatives to cosponsor these bills and ask that they be brought to the full floor for
a vote; and then vote in favor of passage.

Do it now, do it often, do not let the Cold War Veterans continue to be pushed aside and
shunted to the shadows of history.

It was a war and WE WON.

20 Years Later, and Still Waiting for a Cold War Medal

20 years ago the Soviet Union collapsed, bringing and end to the Cold War.

It was a horrific era, 45 years long; with millions of people killed and injured. The Communist
rule was brutal and total, people living in fear and poverty; with no hope for anything better.

But beginning in 1990 an uprising began as the nations under the Soviet rule began to protest
and attempt to break away, and trying to find peace and freedom.

Slow and sure the search for truth and freedom spread throughout the Soviet Union, mass protests
in the satellite countries brought further dissent and disillusion with the ruling from the Kremlin.

The countries of the free world that had continued the long struggle to contain and defeat Communism,
with the loss of many lives, were justified at long last. One of the highlights of this was the fall of
the Berlin Wall on November 9th, 1989 and signified the beginning of the end.

Thus on Dec. 25, 1991 Mikhail Gorbachev resigned as ruler of the USSR declaring the office
extinct. All power was given to President Boris Yeltsin.

So the end of the Soviet Union, the end of the Cold War and twenty years later Cold Warriors
are still waiting for recognition.

Just a small medal, and then a Cold War Memorial to be erected in our nation's capitol as a
way to remember and honor those who served with pride, honor and distinction to keep the
world free.

We will not give up until Cold War Veterans can say with pride: Yes I was there. There is still
a slight hope for this year, contact both of your Senators ask them to cosponsor S.402 The Cold
War Service Medal Act of 2011, and to have it brought to the full Senate floor for a vote.
Ask your Congressman/woman to cosponsor H.R. 1968, a sister bill with the same name; and
ask that it be brought to the full House floor for a vote.

We need your help to end our 20 year quest.

USS Intrepid Sailors Remain May Soon Come Home-NDAA 2012

As a followup to a previous post concerning the USS Intrepid sailors buried in Tripoli.

The recently passed National Defense Authorization Act FY 2012, while dismissing and forgetting Cold War Veterans once again. By removing SEC. 581 of the Senate version of the NDAA. It seems that the continued refusal to honor these veterans is akin to saying that there was no Cold War.

There was one very important provision in the bill that should be applauded. Thanks to the hard
effort and pressure by two Congressmen some of our heroes may be returning home.

Congressmen Frank Lobiondo (R-NJ-02) and Mike Rogers (R-MI-08) insisted that we never forget
those left behind in foreign lands.

Their provision orders the Secretary of Defense and the Secretary of the Navy to at last begin the
process of returning the remains of 13 brave and dedicated sailors home where they belong.

The NDAA 2012 as passed requires that in no more than 270 days the Department of Defense (DOD)
and the Department of the Navy report back to Congress regarding the feasibility of recovering
the lost commandos.

It will not be an easy task, things that must be taken in consideration include the costs of the
operation, the facts about the incident, historical information and precedent for retrieval. The
report must also include any diplomatic and political issues that will have to be discussed
between the United States and Libya before the bodies can be exhumed. DOD will also be
required to identify Commander Richard Somers, the Commanding Officer and his 12
crew members within two years.

The Navy has resisted efforts in the past to have these heroes repatriated, saying that Tripoli
is the final resting place of the men of the Intrepid and the graves are honored and maintained.

The group that has been leading the charge to have the remains returned claims that the
graves are in danger of falling into the sea.

The Intrepid was in Tripoli harbor attempting to sink some of the pirate ships that were creating
havoc by attacking American shipping. An explosion took place aboard the ship killing all
13 commando aboard, and sinking the ship.

The bodies washed ashore and according to reports were buried in two mass graves, one with
the bodies of three officers and the other contained the crew. Markers placed on the graves were
removed as being an affront to the people of Libya.

U.S. Ends Mission To Iraq

In a small ceremony today the U.S. mission to Iraq finally came to an end. It was a war that cost
almost 4.5000 American lives and billions of dollars.

The Commander of U.S. forces in Iraq furled his flag during the short ceremony, which signified
the end of his command. The ceremony was attended by Secretary of Defense Leon E. Pannetta,
Army General Martin Dempsey-Chairman of the Joint Chiefs of Staff, and Ambassador
James Jeffery.

The last 4,000 troops will depart by this weekend, fulfilling a promise by President Obama to
withdraw all American soldiers by years end.

The U.S. diplomatic mission will still contain about 200 U.S. military personnel to oversee
arms sales and other military exchanges for a while longer.

We wish the nation of Iraq all the best in the coming years. It will not be an easy task, and they
will face huge tasks and challenges. There will be terrorists and others who will seek to destroy
the new government. There is also the likelihood of renewed ethnic and sectarian struggles and
more violence. Plus the fact that Iran is sure to assert more influence in the region is sure to create
more problems for Iraq.

Cold War Service Medal Delted In Final NDAA

Well, once again Congress has seen fit to ignore and disrespect ALL COLD WAR VETERANS.

The Senate version of the National Defense Authorization Act FY2012 did contain a provison
to authorize a Cold War Service Medal. The House version of the NDAA did not have the
same provision.

During the House/Senate conference committee that provision was removed. It appears there
was opposition from the House that did not want the medal included. Who or why is unknown
at this time. We did have some backing in the House, but apparently not enough to overcome
the objections that were raised.

We will continue to fight for a Cold War Service Medal and equal treatment and rights
for all veterans, no matter where or when you served.

There are still the two "stand alone" bills: S.402 and H.R. 1968, these bills will NOT die
at the end of the year and will continue on the books through 2012.

So now we will have to continue the long fight to get the medal approved. Please contact
both of your Senators ask them to cosponsor S.402 The Cold War Service Medal Act of 2011.
Contact your Representative ask them to cosponsor H.R. 1968 The Cold War Service Medal
Act of 2011.

We have come close, only to once again have the door slammed in our faces. But we will not
go away, we will have to intensify our efforts and keep the medal in the minds of everyone
in Congress.

Repatriate Intrepid Sailors Remains Now

In 1804 the USS Intrepid was on a mission to destroy pirate ships in the harbor at Tripoli that
were attacking U.S. merchant ships.

During the attempt all 13 men aboard the Intrepid were killed, and their bodies washed ashore.

They are buried in Tripoli's Protestant Cemetery, which Chief of Naval Operations
Adm. Jonathan Greenert considers their final resting place. A navy spokesman, Lt. Cmdr.
Alana Garas said "Navy custom and tradition is to honor the final resting place of those
lost in ships and downed aircraft."

An amendment to the NDAA 2012 introduced in the Senate by Sen. Dean Heller failed final
passage. Heller was disappointed that his amendment failed but that he "is committed to
making sure these fallen sailors receive the recognition they deserve and (I) will continue
working with my colleagues until this legislation becomes law."

Sources say that Sen. John McCain the top Republican on the Senate Armed Services Committee blocked the amendment from becoming a part of final bill.

McCain's office would only state that he is "still reviewing" the issue, but a source in his
office noted the Navy's objections.

So it appears that the Navy and Sen. McCain do not believe in the saying "No Man
Left Behind." Which is a long standing tradition in the US Military.

The head of the nonprofit Intrepid Project is leading the attempt to repatriate the remains,
Michael Caputo said "That the cemetery is not well cared for, is in a country that has
been hostile to the United States for decades, and has graves that are dissipated and in some
cases unmarked." He went on to say "the grave sites are squalid, unkempt and at risk
of falling into the sea."

Congressman Mike Rogers R-Mich., who in a 2004 visit to Tripoli learned of the remains
of the Intrepid sailors introduced a bill this year to repatriate the remains.

Rogers bill passed the House said that even though the Navy wants to leave the remains where
they are, and considers the graves in Tripoli a final resting place, "our country should never
leave a fellow American in uniform behind."

The amendment is now out of the Senate version of the NDAA, but it is still in the House version.
The Senate voted final passage of S.1836 the National Defense Authorization Act FY2012
last week.

So now the House/Senate conference committee members will have to debate this issue and
hopefully reach a conclusion that the remains of these brave men must be repatriated.

The US Navy should reconsider their stand, and bring home the remains to give
closure to the families of those who are left behind.

Contact your elected officials tell them that more than 200 years is much too long. Bring home
our heroes.

National Defense Authorization Act 2012-Cold War Medal

The Senate yesterday passed their version of the National Defense Authorization Act S.1836 which
includes a provision to authorize a Cold War Service Medal in SEC. 581.

The bill is now going to the House/Senate conference committee, which will be acting very
quickly to hammer out the differences between the Senate NDAA and the House NDAA.

It is very important that everyone contact their Congressman/woman asking that they
do all possible to insure that SEC. 581 remains intact in the final version. Members of the
House that are on the House Armed Services Committee are of utmost importance.

Please today and over the weekend reach out to everyone you know as ask them to also
contact their Representatives to ask that SEC. 581 remain in the NDAA.

This will authorize our long awaited and hard fought for Cold War Service Medal. It has been
too long.

This year marks the 20th anniversary of the end of the Cold War. Let this be the year to
finally recognize and honor these brave men and women with The Cold War Service Medal.

Will Russia Aim Its Missiles At US Missile Defense?

Russian President Medvedev has that Russia will move its missiles to border areas, and aim them
at US Missile Defense Sites if the US continues plans for a European missile shield.

Russia has always said that any missiles placed in Europe are considered a threat to Russia and its
nuclear forces. The US maintains that there are meant to deter a possible launch from Iran or other
nations in the region.

Russia has also said that it is possible New Start arms control will become void as Russia will
decide not to continue with the plans already agreed to.

Russia had originally agreed to consider the NATO proposal for the shields to be placed in
Poland and Romania, but talks have reached a stalemate on how the systems would operate.
Russia wants the system to be run jointly, but NATO has rejected that idea.

So as our Congress has failed to reach agreement on the budget, and the Department of Defense
will be facing huge budgetary cuts which could further weaken our military, Russia continues
to bluster and rattle sabers.

We should take the Russian statements at face value, and determine to forge ahead with the
missile shields to protect Europe and America. We can not back down from threats such as
this, I do not believe they are idle threats, and now the Russians want us to bow to their
wishes; something we must not, now or ever, do.

Our Defense Budget Cut As Russia Continues Buildup

Russia announced that its Air Force will continue to grow, and will get more than 90 new or
others that have been greatly modernized. This will include both rotary wing and fixed wing
aircraft.

The very large list will consist of 10 Su-34 Fullback fighter-bombers, and a number; not specified
at this time of the new Su-35S Flanker E multi-role fighters, and about ten Su-25SM Frogfoot
attack fighters.

There will also be more than 20 attack helicopters including Mi-35 Hind helicopters that have
been revamped and made more modern, in addition to the Ka-52 Alligator and Mi-28 Night
Hunter. There will also be 5 heavy lift and about 30 transport helicopters.

Russia claims the newest plane Su-35S is the next generation and is equal to the US F-35.

There is some thought in the US that the number of F-35's will be greatly reduced in the budget
cuts that will have to be made over the next ten years.

Many military leaders have said that the cuts being mandated will create a US military that
could be devastated and unready for future combat missions. New weapon systems will
be scrapped, ships and planes now in service will be forced to operate beyond their
original life service plans.

As Russia and China both continue to enlarge the respective military might can we as a nation
allow our military to become a second class force? Will we be unable to defend ourselves and
meet our obligations around the world?

Telephone Support For Veterans Spouses To Be Expanded

Secretary of Veterans Affairs, Eric K. Shineski has announced that telephone support program
designed for the spouses of veterans returning from Iraq and Afghanistan will be expanded.

The program which focuses on communication and problem solving has shown to reduce stress, and
spouses join support groups in a 12 sessions over a 6 month period.

Secretary Shineski said "Returning to civilian life after living in constant combat readiness can be
a shocking transition, and it is the immediate family, the spouses and children, who bear that
brunt of that transition with those who served." Shineski went on to say "The more support we
can provide to the family, the better the outcome will be for our Veterans."

Based on research by VA researchers Dr. Linda Nichols and Dr. Jennifer Martindale-Adams,
of the Memphis VA Medical Center and the University of Tennessee Health Science Center.

Court Takes Back Ruling On VA Mental Health

In May a three judge panel of the 9th U.S. Circuit Court of Appeals ordered the VA to institute a
new mental health care program that would speed the appeal process for denied claims, and
provide more timely mental health care and ensure that suicidal veterans are seen immediately.

In its May ruling the court held that the VA takes an average of four years to provide complete
health care that veterans have earned. It also noted that often a suicidal veteran can wait weeks
for a first appointment.

The court ruled that the slow handling of PTSD and other mental health claims was unconstitutional.

On Wednesday the 2-1 ruling was overturned when a majority of the court's judges voted to
rehear the case. The case will now be heard by an 11 judge panel on yet to be decided date.

Veterans have complained for a long time that the VA is just not taking proper care and is very slow
in the handling of claims. Many say that it takes years to get into the VA system and often
have to appeal a denied claim two or three times.

These men and women feel they are second class citizens and are treated with disdain and
by uncaring staff.

While it is know that the VA is working very hard to change the processes and hire more
health care workers, it is a slow process; and something must be done to make it easier and
quicker for claims to be processed, and the healing begun.

More Wounded Warriors are added to the role every day, even as the fighting in Iraq
and Afghanistan is winding down.

With the suicide rate of almost 18 veterans a day it is unjust, unfair and a blot on our
country's promise to our veterans; that anyone should have to wait that long for treatment.

Veterans' Day 11/11/11 is a special day, a historic one, as we remember the 11th hour of
the 11th day of the 11th month, and everyday that all those who wore or are wearing the
uniform of the U.S. Military.

The meaning of Veterans' Day to me as I look back at the history of our country, is one of pride,
remembrance, honor, sorrow and joy all mixed together.

Proud of every veteran of every generation. It does not matter where or when you served, you are
a hero, you did your best to keep America the land of the Free. Not just America, but freedom for
so many millions of people around the world.

Remembering all who gave their lives, were wounded or were POW/MIA. You are not forgotten
and our nation is a better place because you where there when it counted.

It is an honor to be counted among the 22.6 million living veterans. It is a small brotherhood, but
one that will always live in our hearts, minds and memories. Often through hard times and in
far away places, we stood tall and did our duty.

Sorrow to think about the brave men and women who did not return to their loved ones and family.
To look at the lines of headstones in our national cemeteries, lined up at "dress right dress" is
a truly humbling experience. To visit the various memorials across this great land and to think
about the reason for their being.

Joy to know that the generation now serving in our military will carry on the tradition of those
who went before them; and sad to know that it is necessary, that more lives will be lost, more
maimed and injured. Not just the physical wounds, but also the mental anguish and pain that
will be with them for the rest of their lives.

A simple Thank You is not enough, but sometimes it is all a veteran will ever receive; and
often all a veteran wants. To be remembered for the sacrifices and hardships we faced.

How can we ever thank our veterans enough? So if you see a veteran shake his/her hand
and say Thank You From The Bottom Of My Heart.

Veterans Remain Homeless Longer Than Non-veterans

Veterans who become homeless tend to stay homeless for longer periods than non-veterans, according to a new national survey by a nonprofit advocacy group. They’re also more likely to suffer from serious health conditions leading to death.

The survey of 23,000 homeless people was released Tuesday by the 100,000 Homes Campaign, a nonprofit coalition of local community groups combating homelessness. The survey found that, although veterans make up 9% of the country’s population, they accounted for more than 15% of the homeless people surveyed.

“We’ve known that veterans were particularly at risk to become homeless, but now we know that they’re more likely to stay homeless and face life-threatening conditions on the street,” the campaign’s director, Becky Kanis, said in a statement. “The data paint a picture of an extremely at-risk population that is unlikely to get off the streets without targeted help."

Among the other findings:

-Veterans reported being homeless an average of 5.7 years, compared with 3.9 years reported by non-veterans.

-More than 6 out of 10 veterans reported being homeless more than two years, versus half of non-veterans.

-Among the 12,500 people who said they had been homeless for more than two years, veterans averaged nine years, compared with 7.3 years for non-veterans.

-Of those, 3 out of 4 veterans reported a substance abuse habit, and nearly two-thirds reported a serious physical health condition.

-55% of homeless veterans reported health conditions linked to heightened mortality risk, versus 44% of non-veterans.

-21% of veterans surveyed were at least 60 years old, compared with 9% for non-veterans. The report said age did not entirely explain why veterans stayed homeless for longer periods.

-Homeless veterans were 11% more likely than non-veterans to suffer from a life-threatening condition, including liver or kidney disease, or frequent frostbite.

-Among veterans from the Iraq and Afghanistan wars, 27% reported traumatic brain injuries, compared with 19% of other veterans. The signature insurgent weapon in the wars in Iraq and Afghanistan has been roadside bombs, which typically cause traumatic brain injuries in addition to loss of limbs among service members who survive the explosions.

-46% of Iraq and Afghanistan veterans surveyed reported receiving mental health treatment, versus 41% for other veterans. The Pentagon has become more attuned in recent years to the need for mental health treatment and counseling for service members returning from combat.

The organization said its survey is the first to be based on face-to-face interviews with homeless veterans across the country. It was conducted by 2,500 trained volunteers in 47 communities.

The 100,000 Homes Campaign has set a goal of securing housing for 100,000 homeless people by July2013. It says it has found permanent homes for 11,244 people as of this week. The group works with the VA and community agencies in Los Angeles and New York to speed up the process of finding housing for the homeless.

The new survey mirrored a profile of homeless veterans provided in an annual report by two government agencies issued late last month. That report, by the Department of Veterans Affairs and the Department of Housing and Urban Development, put the number of homeless veterans at 144,000 in 2010.

The federal report found that veterans under 30 were twice as likely to become homeless as non-veterans of the same age. Veterans made up 13% of homeless adults in shelters, according to the government survey.

Obama Announces Job Initiatives for Veterans

WASHINGTON, Nov. 7, 2011 - President Barack Obama announced executive orders today to give tax credits to employers who hire post-9/11 veterans and wounded warriors, as well as enhanced career counseling and related services for veterans.

The president, flanked by veterans association representatives in the White House Rose Garden, expressed concern that unemployment continues to increase among post-9/11 veterans, despite the skills and attributes they have to offer.

Today's 9/11 generation has performed heroically in some of the world's most dangerous places, he said, and "done everything that we've asked of them."

"We ask our men and women in uniform to leave their families and their jobs, and risk their lives to fight for our country," he said. "And the last thing they should have to do is fight for a job when they come home."

"And that's why we're here today," he continued, "to do everything in our power to see to it that America's veterans have the opportunities that they deserve and that they have earned."

To incentivize employers to hire them, the president announced a new Returning Heroes Tax Credit that will provide companies up to $5,600 in credits for each unemployed veteran they hire. Similarly, a new Wounded Warriors Tax Credit offers employers up to $9,600 for each veteran with service-connected disabilities they hire.

Obama also announced new initiatives designed to make it easier for veterans to find jobs.
Effective today, post-9/11 veterans can download a Veteran Gold Card that entitles them to six months of personalized case management, assessments and counseling services at roughly 3,000 One-Stop Career Centers nationwide. This service, which makes good on a pledge Obama made during a speech at the Washington Navy Yard in August, could benefit more than 200,000 post-9/11 veterans, White House officials said.

In addition, the Labor Department today launched an online tool, My Next Move for Veterans, where veterans can enter information about their military experience and skills to identify civilian careers that put that experience to use, the president explained.The site also offers information about salaries, apprenticeships, and other related education and training programs, officials said.

Meanwhile, a new job bank that also took effect today will help connect unemployed veterans to job openings at companies seeking to hire veterans, Obama said.

Developed in partnership with leading job search companies, the registry enables employers to tag job postings for veterans. Obama noted today that more than 500,000 job openings already have been tagged.

Meanwhile, the president urged Congress to move forward with his jobs bill that he said will further increase employment opportunities for veterans.

Obama recognized the leadership capabilities and specialized skills veterans bring to the workplace at a time when the nation needs those capabilities to stay competitive.

"Connecting our veterans to the jobs they deserve isn't just the right thing to do for our veterans, it's the right thing to do for America," he said.

"Recognizing that Americans are commemorating Veterans Day this week, the president called it a time to honor those who have served in uniform and to "commit ourselves to serving them as well as they have served us."

"As commander in chief, I want all our veterans to know that we are forever grateful for your service and for your sacrifice," he said. "And just as you fought for us, we're going to keep fighting for you: for more jobs, for more security, for the opportunity to keep your families strong and to keep America competitive in the 21st century."

Louisiana Good Idea, Poor Execution

The State of Louisiana had a good idea when the bill was passed, but it was poorly written and
now veterans are suing the state to receive the benefits.

In 2007 the Legislature decided to pay a grant to members of the Louisiana State National Guard that
were permanently disabled following the Sept. 11, 2001 terrorist attacks $100,000.

So far only one disabled veteran is scheduled to receive the payment out of the twelve that have
applied to receive the benefit.

It seems that the way the law is written a person has to be declared 100 percent totally and
permanently disabled within one year. If the original decision from the Department of Veterans
Affairs is not at that time totally and permanently disabled, that their is the possibility of recovery
the claim is rejected.

So, if the veteran disputes the VA ruling, and is later declared as being totally and permanently
disabled; that ruling must be within year of the original date of the claim to the state.

Since the VA often takes so much time to process claims and appeals the one year time limit
is usually not soon enough to enable the veteran to receive his benefit.

The Legislature also directed the state to pay $250,000 to families of those killed in action.

$9.65 million has been set aside for these benefits, with the largest part at least $8 Million is
set for the death benefit.

There was also a problem with the death benefits portion of the original bill, which families
fought to have corrected. As originally written the bill omitted soldiers wounded or killed
between Sept. 11, 2001 and July 6, 2007. This summer the Governor signed a law to
correct the oversight.

Veterans are now suing the state to receive their benefits, and have the law changed to allow
more time for filling a corrected decision from the VA that says they are 100 percent totally
and permanently disabled.

We hope that the state changes the law very soon and shows true support of our troops and
veterans.

Veterans to receive COLA in pensions

Veterans and their families will receive a 3.6 percent increase thanks to legislation passed by
the Senate. Since the House has already approved a slightly different plan, the House will now
have to approve the Senate version before it can be sent to the President.

Increases will be given for disabled veterans' compensation, additional compensation for
dependents, clothing allowance, dependance compensation for spouses and children.

The first increase since 2009 is scheduled to become effective Dec. 1st so that the larger
checks will arrive in January.

Veterans' benefits are not tied to the Consumer Price Index the way Social Security and federal
civilian retirement programs. Benefits for veterans must be approved by Congress.

It is not a large increase, but one that is justified and very much past due. Thank you Congress
for finally doing something right for our veterans.

Social Security and Social Security Disability payments will also be increased by 3.6 percent,
this is also the first increase in these payments since 2009. Our seniors need this increase
to maintain their life styles.

Search for Korean War MIA's to Renew

On Friday Oct. 21 the Department of Defense announced that the United States and the
Democratic People's Republic of Korea (DPRK) agreed to resume the search and recovery
of remains of American service members missing in action from the Korean War.

U.S. teams will work in two sections of North Korea. Approximately 60 miles north of
Poyongyang in Unsan County. The other area is in the Chosin/Jangjin Reservoir, where it is
believed more than 2,000 Marines and soldiers are buried.

The agreement includes logistics and matters to help ensure the safety and effectiveness of the
teams working in the DPRK.

The search is expected to begin next year as a humanitarian effort, and will be the first since
2005, when relations and increased tensions on the Korean Peninsula forced the American
teams to halt their search.

The Joint POW/MIA Accounting Command had teams conducting searches in the country
for ten years before the halt. It is believed that the remains of 225 servicemen have been
recovered since 1996.

More than 7,900 Americans are missing from the Korean War, more than 5,500 are believed
to have been lost in North Korea.

Our country must continue to search with every means available to locate and repatriate the
remains of every MIA. We must demand the full accounting of all those who are MIA.

The families of those who are still missing deserve nothing less than our full, complete and
concentrated effort. Those who are missing must be found to bring closure to the loved ones
of those who never came home.

American Cold War Veterans Visit White House Staff

On Friday Oct. 14 members of American Cold War Veterans leadership had a meeting in the Old Executive Office Building of the White House with members of the White House Staff:

This meeting was to discuss the Cold War Service Medal. The meeting went very well and everyone seemed to understand our position and goal: To authorize and issue a Cold War Service Medal
to those who served in the military during the Cold War.

When questioned about cost of the medal, we disagreed with the DOD estimate of $440 million. We quoted the Congressional Budget Office scoring of SEC. 581 of the Senate National Defense Authorization Act 2012 (which would authorize a Cold War Service Medal) cost of $13 million over the 2012-2016 period; with a first year cost of approximately $2 million. When asked why such a huge difference and we told them we could not answer that, we were unsure how DOD came to that cost.

Another question was what VSO's have adopted the medal and what the feeling was in general. We told them that ACWV, Army-Navy Union, and Military Order of Foreign Wars have adopted it; also that the VFW, American Legion, Amvets, Retired Officers and other VSO's have passed resolutions at their annual conventions supporting the Cold War Medal. Also that the state of Louisiana authorized the Cold War Victory Medal to be issued to the National Guard, and the state of
Alaska has authorized a Cold War Victory Medal for their National Guard.

Other points of discussion were would veterans be willing to pay a partial cost of the medal, which of course we said yes most vets would probably purchase their own once it was approved.

There was also mention of the possibility of other existing medals, including the American Defense Service Medal, Armed Forces Service Medal, or extending dates of the National Defense Service Medal. The reply to this question was that these medals had all been discussed in our organization and some members might be agreeable, but that we would all prefer The Cold War Service Medal.

Once again the Cold War Appreciation Certificate was mentioned. We informed them
that since it's inception in 1998 only about 3.4 million people have applied for the certificate,
that the certificate makes no mention of military service; and that anyone who worked for the government during that period is eligible. Thus many veterans do not consider the certificate
as true recognition of their service to our country, and the sacrifices they made.

We also stated that we have been close in the past and that this year there are to two stand alone bills: S.402 The Cold War Service Act 2011, and a sister bill in the House H.R. 1968; and, there is also
a provision in the Senate NDAA 2012 -SEC. 581 that would authorize a Cold War Service Medal.

We then asked that if these measures fail would the President consider an Executive
Order to create the Cold War Service/Victory Medal, mentioning the fact that at least
twice, then Senator Obama had said a Cold War Victory Medal would be an appropriate
honor and that he would sign the bill if it should cross his desk.

At the close of the meeting we were told that they would discuss what we had talked about and would let us know as soon as possible what, if any, conclusion is reached.

We came away from the meeting very impressed and with high hopes. Now it is the old "wait and see." This year, which is the 20th anniversary of the end of the Cold War, appears to be our best chance ever, and we hope to hear something very soon.

Veterans I.D. Card Act-H.R. 2985

Representative Todd Akin (R-MO-2) on Sept. 21, 2011 introduced H.R. 2985 Veterans I.D. Card Act.

This bill would direct the Secretary of Veterans Affairs to issue upon request, veterans identification cards to certain veterans, reads in part

Currently veterans identification cards are issued to veterans who have completed the time in service requirements for retirement from the armed services, or have received a medical-related discharge from the armed services.

A veteran who has served a minimum obligated time in service, but does not meet the criteria described above does not receive a means of identifying the veterans status as a veteran other than using the official DD-214 discharge papers to demonstrate such proof.

Goods, services and promotional activities are often provided by public and private institutions to veterans who provided proof of service in the military but it is impractical for a veteran to always carry official DD-214 discharge papers to demonstrate such proof.

`Sec. 5706. Veterans identification card

`(a) In General- The Secretary of Veterans Affairs shall issue an identification card described in subsection (b) to any covered veteran who--

`(1) requests such card;

`(2) was discharged from the Armed Forces under honorable conditions;

`(3) presents a copy of the DD-214 form or other official document from the official military personnel file of the veteran that describes the service of the veteran; and

`(4) pays the fee under subsection (c)(1).

`(b) Identification Card- An identification card described in this subsection is a card that--

`(1) displays a photograph of the covered veteran;

`(2) displays the name of the covered veteran;

`(3) explains that such card is not proof of any benefits to which the veteran is entitled to;

`(4) contains an identification number that is not a social security number; and

`(5) serves as proof that such veteran--

`(A) honorably served in the Armed Forces; and

`(B) has a DD-214 form or other official document in the official military personnel file of the veteran that describes the service of the veteran.

`(c) Costs of Card- (1) The Secretary shall charge a fee to each veteran who receives an identification card issued under this section, including a replacement identification card.

`(2)(A) The fee charged under paragraph (1) shall equal an amount that the Secretary determines is necessary to issue an identification card under this section.

`(B) In determining the amount of the fee under subparagraph (A), the Secretary shall ensure that the total amount of fees collected under paragraph (1) equals an amount necessary to carry out this section, including costs related to any additional equipment or personnel required to carry out this section.

`(C) The Secretary shall review and reassess the determination under subparagraph (A) during each five-year period in which the Secretary issues an identification card under this section.

`(3) Amounts collected under this subsection shall be deposited in an account of the Department available to carry out this section. Amounts so deposited shall be merged with amounts in such account and shall be subject to the same conditions and limitations as amounts otherwise in such account.

`(d) Effect of Card on Benefits- (1) An identification card issued under this section shall not serve as proof of any benefits that the veteran may be entitled to under this title.

`(2) A covered veteran who is issued an identification card under this section shall not be entitled to any benefits under this title by reason of possessing such card.

`(e) Administrative Measures- (1) The Secretary shall ensure that any information collected or used with respect to an identification card issued under this section is appropriately secured.

`(2) The Secretary may determine any appropriate procedures with respect to issuing a replacement identification card.

`(3) In carrying out this section, the Secretary shall coordinate with the National Personnel Records Center.

`(4) The Secretary may conduct such outreach to advertise the identification card under this section as the Secretary considers appropriate.

`(f) Covered Veteran Defined- In this section, the term `covered veteran' means a veteran who--

`(1) is not entitled to retired pay under chapter 1223 of title 10; and

`(2) is not enrolled in the system of patient enrollment under section 1705 of this title

That is how the bill is written.

While several states have begun issuing veterans ID cards, not all are doing so at this time. A Federal ID Card would be a blessing to those veterans who do not have not retired or enrolled with the Department of Veterans Affairs.

I am sure someone will mention the Cold War Certificate. You must know that the certificate makes no mention of military service, anyone who worked for the government in any manner is eligible. In the 13 years the certificate has been in existence only about 3.5 million have applied for it.
And, you can not pin a certificate to your chest.

Houston National Cemetery to allow Prayer

On Sept. 26, 2011 the Texas Land Commissioner, Jerry Patterson, announced that veterans and their
families will again be able to worship in the manner they want to use at the Houston National Cemetery.

The Department of Veterans Affairs has agreed to settle a lawsuit that had been filed claiming that
veterans and families were being denied to have religious ceremonies.

Patterson said "This is the right decision. Once again it was the veterans who stood up to fight
for the Constitutional liberties we all enjoy, this time it was in the court and not on the battlefield."

Veterans groups had claimed that VA officials had prohibited religious speech during services. The
VA will now ensure that there will be no more prohibition.

Patterson is also chairman of the Texas Veterans Land Board, and controls 3 Texas State Veterans
Cemeteries. In December work on a 4th cemetery near Corpus Christi, the Coastal Bend
State Veterans Cemetery should be completed.

"Any soldier, airman, sailor or Marine who signs up swears an oath before God," Patterson went
on to say "I am glad to hear that oath would now pass muster at the Houston National Cemetery."

DOD Giveaway-but no money for a medal-another waste

With the U.S. troop withdrawal from Iraq in December, the Department of Defense is giving away
BILLIONS of dollars worth of equipment.

To be given away are bases that cost us $2.4 billion, vehicles and spare ammunition. The US had
given away $247 million dollars worth of equipment between Sept. 1, 2010 and August of this year.
That is in addition to $157 million that had been handed out before the withdrawal began.

Another $110.5 million dollars of "excess defense items" to include battle armor, vehicles, and
weapons will be given to the Iraqis when the pullout is complete.

The US has always left behind equipment and bases when a war ended. The claim is that it
would cost too much to bring it back home, where it belongs. And then continue to buy
new equipment at inflated prices, and a huge waste of taxpayers money.

Compared to this giveaway, the cost of a Cold War Service Medal (which the CBO estimates
at $13 million over 5 years) is so miniscule as to be ridiculous.

How long will Cold War Veterans have to wait to be recognized? How long must we wait to
be remembered? Will these veterans ever receive the honor and respect they deserve?

Tell Congress to say yes on S.402 and H.R. 1968, and pass the National Defense Authorization
Act 2012 with SEC. 588 intact to authorize a Cold War Service Medal; this year marks the
20th anniversary of the end of the Cold War. Do It Now.

Another $535 Million Down the Drain-Thank You Pres. Obama

President Obama as part of his green jobs initiative pushed hard for a company that was
already in financial trouble.

His pet project for solar power was the company Solyndra, to provide photovoltaic cells for
solar power systems sold to clients and North American and Europe.

Solyndra was given a 535 million dollar loan from the government, made by the Energy
Department, and authorized by the Treasury Department's Federal Financing Bank. This
loan was made despite warnings that the Solyndra was having solvency problems.

The company has since let go all 1,100 employees, closed the doors and filed for Chapter 11
Bankruptcy.

Congressional leaders have complained that they were misled about Solyndra's precarious
financial position. Republicans in particular have criticized the Obama administration
for loaning taxpayer money to the failed company.

The House Energy and Commerce Committee will hold a hearing on Friday. The company has
hired so very high priced lawyers to assist them. CEO Brian Harrison and CFO
W.G. "Bill" Stover, Jr. have hired their own lawyers who are advising them to plead the
Fifth Amendment and refuse to answer questions.

There should be a full, thorough and complete investigation into this matter, with all findings
being made public. All questions should and must be answered.

And the fact that one of President Obama's biggest contributors is tied to Solyndra should
raise some serious questions.

But, then again it is ONLY 535 million dollars.

Veterans Crisis Hotline-Suicide Hotline

Much has been said about the increase of veteran and service member suicides. The numbers
continue to grow at an alarming pace. Help is available, although it is sometimes difficult
to find the right help. The VA recognizes this problem, DoD recognizes the problem. Do not
give up, find and get the help you need.

The Department of Veterans Affairs is working very hard to help prevent the suicide of veterans and
military personnel. A report from the VA says that 462.854 calls were made to the VA Crisis Line
as of July 31, 2011.

259,891 of those calls were from veterans and 6,030 calls were from active duty military members.
The VA rescued 16,855 veterans and military personnel.

If you or a loved has suicidal thoughts, or thoughts of self harm the phone number to call
is 1-800-273-8255. This number is same as the National Suicide Prevention Lifeline.
Veterans and military members must push 1 which will connect them directly to the Department
of Veterans Affairs responders. If you do not push 1 your call will then go to the normal
Suicide Prevention Lifeline.

While the VA has received a lot of "bad press", and many complaints about the policies that
hindered availability of mental health care for so many veterans, it is unfair to pain all VA
healthcare professionals with the same brush. It is true that the VA does have some problems
and some people that do not seem to be thinking of the problems their patients face.

But, so many of the people working for and with the VA do care very much about their
veterans; they give of their own time, working overtime and spending long hours from
their families and personal life to do all they can to help their patients.

National POW/MIA Recognition Day

The third Friday of each September, this year Sept. 16th is designated as National POW/MIA
Recognition Day. A somber day to recognize and remember those who never came home.
It is also a day of hope for the return of those still missing in action.

We all know the POW/MIA Flag, a black flag with the words "POW/MIA" across the top
with a circular picture of a mans bowed head shown in silhouette, shown in the background is
a guard tower and barbed wire; and underneath the words "You Are Not Forgotten."

The flag was designed by Newt Heisley, a pilot in WWII. He never applied for a patent or
copyright and did not receive any royalties from his heart stirring creation.

National POW/MIA Recognition Day was established on July 18th 1979, and for several years
was held on various days of the year. In 1986 The National League of Families suggested that
the third Friday in September be used, since that date was not associated with any war, or at the
same time as any organizations' annual meeting or convention.

I am sorry I do not have the figures for Iraq and Afghanistan at this time. If anyone has information

***Please notice that the Cold War lists still show POW as Classified. How strange that the government
does not release this information. And still DOD says it was "not a war" and refuses to issue
a Cold War Medal. The only war that does not have a medal to honor those who served. ***
This wrong must be corrected, and this should be the year, the 20th anniversary of the end of
the Cold War. A war that we WON.

At the present time there is a Resolution in the House: H.Res 111 to Establish a Select Committee
on POW/MIA Affairs with 99 cosponsors. Please contact your Representative ask them to
cosponsor H.RES. 111 and vote for passage when it reaches the House Floor.

Our country must demand a full and complete accounting from the countries involved on ALL
those who are still missing in action.

We must never forget! Bring them home and give closure to the families and loved ones still
waiting for information on their loved ones.

Our Brothers in the UK Are Still Fighting

The UK Ministry of Defence appears to be on the same page as our DOD. Deny any medal to recognize Cold War Veterans. A letter from our friends in the UK

Veterans ‘stuffed’ again

The UK Military Covenant Commission report identified injustices in a lack of past medallic recognition for those who had served in the British Armed Forces. This led to the Conservative Party in their 2010 General Election manifesto and the Coalition “ Programme for Government” commitment to undertake a comprehensive Medal Review. But ‘MoD’ have stuffed our veterans.

The Ministry of Defence failed to publicly notify when the medal review started; what its terms of reference were and when it would report; failed to consult with veterans, and produced unsubstantiated findings based on false arguments. In a matter of weeks MoD completed a paper based exercise covering 65 years of injustice and inconsistency of medallic recognition of millions of veterans.

Veteran organisations representing the Cold War; National Service; Korea Post Armistice; Nuclear Testing and the UK National Defence Medal campaigns have all condemned the MoD’s murky Medal Review.

Credit to the Prime Minister who refused to endorse the discredited review report and returned it to MoD for consultation with veterans, consultation has not taken place. Credit to the Deputy Prime Minister who refused to endorse the report and called for a reconstituted review with an independent Chair and wide consultation with veterans,his call was dismissed. Disgrace to the MoD whose whole flawed process is still shrouded in secrecy despite the Coalition Government’s transparency agenda. What a shambolic mess.

We should all ask the questions: why would MoD carry out a secretive Medal Review and disregard the Governments transparency Agenda? Why would MoD disregard David Cameron’s directive that they should consult with veterans? Why would MoD disregard Nick Clegg’s call for an independent review? Why would MoD not wish to recommend to Her Majesty she honour our veterans through the award of the National Defence Medal? Even those who do not support medallic recognition, agree our veterans deserve a fair hearing in a review that is transparent and impartial.

It is time for the Government to draw ‘a line in the sand’ through an independent transparent review, which consults with veterans.

Cold War Service Medal and DOD

The two bills S.402 and H.R. 1968 both authorize a Cold War Service Medal,
there is also a provision SEC. 581 that authorizes the Cold War Service
Medal.
 
The Department of Defense has objected to the medal. They claim 
"duplication of awards" this fallacy begs the question of why millions of 
men and women completed the enlistments without receiving any type of 
medal or award.
 
DOD also claims that the cost factor would be $440 million based on
35 million veterans. It would in fact take several years for everyone
that would be eligible would actually apply.
 
DOD also once again brags about the Cold War Certificate, which makes
no mention of military service. In fact anyone who worked for the 
government is eligible for this certificate, and yet as of late 2009 only 
a little of 2 million had applied in the 7 years of its existence.
 
President Obama at least twice during his campaign stated that he thought
that the Cold War Medal should be issued . 
 
Please try to persuade DOD to change their stand on this issue. It is
time to recognize, remember and honor these brave men and women.
 
President Obama would you please use an executive order to create this
medal should the legislation fail to be passed.

Asbestos, Mesothelioma risks and the US Navy

I feel it is necessary to repeat this post. This information applies not only to US Navy

veterans, but to all veterans; and to anyone who worked with or around Asbestos.

It can take up to 30 years or more for symptoms to appear, so if you were exposed to

asbestos please get checked for related diseases.

This is a very important piece of information for anyone who

served in the U.S. Navy.

Please keep this, copy and take to your doctor to discuss your

possible exposure to asbestos, possible health problems, and

ask to be checked for Mesothelioma.

Asbestos and the United States Navy

The recent post on this site discussing Defense Secretary Robert Gates and the development of Chinese military capacity has a couple of telling remarks in it that apply to military spending habits. He mentions the “cyclical view” of American military decline that has occurred among foreign nations many times, notably in the late 1970s. It is fair to say that the view of American military readiness is related to American military spending not only on new weapons systems, but on the maintenance of existing equipment and the numbers of men and women on active duty.

After each of the two World Wars U.S. military spending was reduced dramatically and U.S. interest in maintaining a large combat-ready military dropped to peacetime expectations. Korea and Vietnam changed that pattern in the military for the length of those conflicts, but military spending during non-combat years has always been focused on new systems and not upkeep. The result over the decades has been the accumulation of outmoded bases, facilities and in the case of the Navy, outmoded ships.

Asbestos and the World War II Navy

It is well known by now that asbestos exposure can cause cancer and the development of asbestosis, a progressive and destructive respiratory disease. It is also known that thirty percent of all asbestos related mesothelioma cancer victims have been veterans. And the majority of the veterans who were at risk for asbestos cancer are Navy veterans. Sailors and shipyard workers who served on and worked on World War II Navy vessels were exposed to asbestos in engine rooms, alongside boilers, from the miles of pipe on the ships, and from the insulation and fire protection materials used in ship construction.

Every ship commissioned by the Navy from 1930 to about 1970 was fitted with tons of asbestos insulation, the perfect material for Navy use because of its insulation and fire resistant properties. Sailors inhaled asbestos fibers from the insulation that covered boilers and pipes and that was used for gaskets and packing in pumps and valves. Thousands of them got sick.

Asbestos and the Cold War Navy

After it became clear that asbestos is a carcinogen the Navy was fairly proactive in cleaning up its ships and eliminating asbestos products from newly built craft as well as in existing Navy bases and shipyards. But cleaning up all that asbestos in all those ships and locations took years and for many Cold War veterans asbestos exposure was a common occurrence. The USS Enterprise still has an asbestos abatement team on board, an example of the health risks associated with vessels of that era.

Asbestos exposure doesn’t take its toll for decades after it occurs. The latency period for mesothelioma is forty years or more. For asbestosis it can be twenty to thirty years. So Cold War vets who were unknowingly exposed to asbestos during active duty may just now be getting sick. After decades of denial the VA has finally recognized asbestos related disease as possibly related to active duty. It’s not easy to prove: the military insists that you be able to demonstrate that asbestos exposure occurred during active duty.

That’s not easy after a lifetime of post-service jobs and careers. But if you are a Navy veteran suffering from an asbestos related disease, don’t think that because your service came after 1945 the asbestos threat in active Navy duty is unlikely. Asbestos use was so common and so pervasive that exposure in all military branches continued through the twentieth century.

DOD has once again raised opposition to the S.402 Cold War Service Medal in a reply to Senator
Carl Levin.

We must contact DOD to refute these claims. Many of our members of Congress have said that the
Cold War was a "WAR", even though at the time it was never a declared war.

Many more than the 380 Americans claimed by DOD died from hostile events. The true figures
will probably never be know, as many operations were top secret and details are still classified.

If it was not a war, then why were so many of our military spread around the world, many armed
with nuclear weapons; ready at all times should it happen that someone fired the first salvo.

The cost factor quoted would only be valid if all veterans and/or next of kin filed applications
immediately. This would not happen in the first year, it would probably be spread over 9 or 10
years. It would take time for the word of the medal being authorized to spread down to every
veteran.

It is a know fact that for the "certificate" only about 2.5 million applied during the first
10 years of its existence.

The duplication of awards does not hold water either. Consider the GWOT, GWOTE, NDSM
are or were awarded at the same time.

There are probably millions of veterans who served their tours without receiving an award of any
type. Those who were affected by the many "reduction in forces" did not even qualify for a
Good Conduct Medal.

The Cold War actually saved millions of lives around the world and provided at least a trillion
dollar peace dividend.

Act now, contact DOD, your elected officials and tell them that this medal is indeed one that
should be issued. It would not "cheapen" other awards. Yes there were some awards issued
during the Cold War, which did include Korea and Vietnam and other hot spots; but not
everyone was eligible.

And this year 2011 is the 20th anniversary of the end of the Cold War and there would be no
more perfect time to finally recognize all those "Cold Warriors" who served and kept the
world free.

The Netherlands has bestowed a medal on their Cold War Veterans, the UK is considering a medal,
Canada is working on authorizing a medal. Louisiana and Alaska have seen fit to honor their Cold
War Veterans, and other states are also considering a medal.

It is time for our country to finally acknowledge, honor and thank all those who served in the
military during what is truly America's Longest War.

Maine Veterans Drives License/ID Card

Effective July 18, 2011 the State of Maine will begin issuing Drives License and Non Drivers ID Card
especially for active military and veterans. This makes Maine one of the few states to offer this, once
again showing that Maine is in the forefront, other states are considering a veterans/military ID.

The new license will have a field of stars in the background to designate a veteran or active duty
personnel

This will help veterans to receive special discounts and honors. Many stores and restaurants of 10 percent or more discount to military/veterans.

You will no longer have to carry a copy of your DD-214 to prove you are a veteran.

To apply you will need to go to the nearest BMV office and provide a copy of your DD-214 or other
proof of service, such as orders or travel papers for active duty personnel.

President Says Possibly No VA Checks

President Obama today warned that Social Security, Disability and Veterans Pension checks might
not be sent out on August 3rd.

Democrats and Republicans are still haggling on the issue of raising the national debt ceiling, and if
no agreement is reached soon there is a very large chance that the checks will not be mailed, or
sent via direct deposit.

The President said "I cannot guarantee that those checks will go out on August 3rd if we haven't

The President went on to say "This is not just a matter of Social Security checks. these are
veteran's checks, these are folks on disability and their checks. There are about 70 million
checks that go out."

The administration and many economists have warned of economic disaster if an agreement to
raise the U.S. borrowing limit is not reached by August 2nd.

Tell your Senator and Representative that an agreement must be reached now, we cannot allow
the country to default on its loans.

VA Health Care For Women Veterans

On July 7 the Department of Veterans Affairs announced that is has started a massive program
to reach out to Women Veterans.

The VA wants input from Women Veterans on how to improve healthcare services that are provided
to Women Veterans

Members of the VA's Health Resource Center (HRC) will be calling Women Veterans nationwide, asking
for their experiences with the VA; and asking for suggestions that will enhance and further the VA's
mission to provide the best care anywhere.

The VA notes that Women Veterans are the largest and growing the fastest portions of the veteran
population. There are approximately 22.7 million living veterans and women comprise more than
1.8 million of that total. They account for almost 8 percent of the total veteran population, and
6 percent of the total of all veterans currently using VA healthcare treatments.

It is estimated that by 2020 women veterans will make up 10 percent of the veteran population and
9.5 percent of those who use the VA facilities.

The HRC started making calls on June 1 to women who have enrolled, but are not yet using VA
services. The HRC also is informing Women Veterans of services the VA offers, and if the veteran
is interested in using VA health services connects the veteran with the proper department. If a veteran
has any complaints about VA healthcare they are connected with a patient advocate to help solve
the problem.

The VA includes specialists in all aspects of women's health, including general primary care,
heart disease, mental health care, menopausal services, and osteoporosis problems. The VA also
has excellent screenings for breast and cervical cancer.

Recently the Women Veterans Health Care program instituted changes to upgrade and improve
what care is offered to women. Instituting new programs to improve access and enrich services
for Women Veterans. Also instituting comprehensive primary care for Women Veterans, new
research on the effect of military service has on women's lives.

In addition new programs to improve communication and outreach to Women Veterans and providing
mental health, homelessness information and new programs to meet the needs of Women Veterans.

I hope that everyone had a safe and happy 4th of July. Enjoyed the cookouts and did not get too much
sun.

I hope that all veterans wore their medals. I hope that everyone said thank you to any member of
the military that you saw. Watched the parades and saluted the Stars and Stripes as the flag passed
in front of you.

The fireworks were awesome as they lit up the sky across the country.

I must admit I was a little disappointed as I watched the Boston Pops celebration, which I watch
every year it is really thrilling and rousing. What disappointed me was that so many people
had to read the words to many of patriotic songs. Songs like God Bless America, My Country
Tis of Thee, I'm A Yankee Doodle Dandy...etc.

Do the schools no longer teach music? Is the American public so uneducated that such simple songs are unknown?

Of course not everyone can remember all the words to some of these songs, but it seemed that a lot of people did not know any of the words.

And we wonder why the general public is so misinformed about the Cold War. Bomb shelters and
air raid drills, the threat of nuclear annihilation are forgotten. The world no longer remembers or
cares.

We were just a part of history that is being re-written. Now it seems that the government is even
trying to erase any mention of Cold War Veterans. It has been decided that after Vietnam, all
veterans are now considered "Pre-Gulf War Veterans".

No more Cold War it has vanished, how long will it take before all of the history books(those that
even mention the Cold War) are added to the trash bin along with all of our country's Cold War
Veterans.

We have been ignored, dishonored, disregarded and frowned upon for so long that now some of
us begin to believe it when told we are "not veterans"

All we want as "Cold Warriors" is a little respect, a little honor and a little medal.

The thought of a Cold War Medal seems to cause DOD a great deal of discomfort. Congress has tried many times in one or both houses to do justice to our veterans. It has yet to happen.

Again this year we have some members of Congress standing tall and attempting to "get 'er done"

Please ask your Senators to become cosponsors of S. 402 The Cold War Service Medal Act 2011.
Ask your Representative to become a cosponsor of H.R. 1968 The Cold War Service Medal Act
2011. Ask them to vote for passage when the bills reach the Senate and House floors.

And ask all members of both the Senate and the House Armed Services Committees to
ensure that SEC. 581 of the Senate NDAA 2012 remain intact, and not be removed during the
Senate/House conference meetings.

Remember that this year 2011 marks the 20th anniversary of the Cold War. We have waited
in vain for too long, let this be the year to remember these brave men and women.

Will the new Secretary of Defense finally agree to authorize this medal?

2012 Senate NDAA has a provision for Cold War Service Medal

on page 9 shows that there is included a provision to authorize the Secretary of Defense to issue a Cold War Service Medal.

We must continue to ask for all members of Congress to support this. Ask your Senators to ensure
the provision remains in the NDAA.

Also we need support for the two stand alone bills, S. 402 Cold War Service Medal, and H.R. 1968 both with the same title and same wording. Ask your Senators to cosponsor S.402 and push for a
full house vote.

Ask your Congressman/woman to cosponsor H.R. 1968, and ask them to be sure that the medal
does not get stripped from the NDAA during House/Senate committee meetings.

Cold War Veterans Need Your Help

The American Cold War Veterans, a 501(c)(3) Veterans Service Organization, are asking for
your help. Help for every veteran who served during the Cold War.

For the past ten years we have been petitioning Congress to authorize a Cold War Service Medal
to all those who served in the military from Sept. 1945 to Dec. 1991, America's longest war.
The battle to contain Communism was a long and arduous struggle, which ended with the demise
of the Soviet Union.

Once again we are in the midst of this ongoing struggle. Please contact both of your senators
ask them to become cosponsors to bill S.402 The Cold War Service Medal Act of 2011, and ask
that it be included in the NDAA 2012. Ask that the bill be called to the full Senate Floor and vote
for passage.

Remember, this year, 2011 is the twentieth anniversary of the end of the Cold War, this would be
the perfect time and reason to present this medal to our veterans.

Many lives were lost during the era that some call "peace time." There instances of our planes
being shot from the sky by Communist forces, our ship were attacked, and in the case of the
USS Pueblo captured. The Pueblo is still held by North Korea, and is still a commissioned US
Navy vessel. The USS Liberty was attacked and 34 crew members and 170 were injured. The USS
Scorpion vanished with the entire crew aboard.

From the Berlin Airlift, the Korean War, the Congo, Lebanon, the Panama Canal, Cuban Missile Crises, Haiti, Dominican Republic, Vietnam War and countless other "hot spots" our men and
women stood ready and waiting.

From manning missile silos in the heartland of America, aboard ships and submarines, troops on the ground, Strategic Air Command planes in the sky, stations in countries far from home. The Fulda
Gap, along the Iron Curtain, standing in alert, never knowing if this was a drill or the real thing.

Yet there has never been a medal or ribbon issued to the brave men and women. It is the only war
that has not had a medal or ribbon issued to commemorate the bravery and distinction with which
the men and women served their country.

Yes, there was the Cold War Certificate, the certificate made no mention of Military Service, and
anyone who worked for even one day as a government employee qualified for this piece of paper.
I was told by the command in charge of issuing the certificate that as of late 2009, after ten years
in existence, that only 2.5 million people had applied. That shows that most veterans consider
the certificate not worth the paper it was printed on. You can not pin a certificate on your chest.

A medal is the decent and honorable way for our country to say "Thank You, your service
counted and meant something."

LA County Says Homeless Decreased, Except For Veterans

In January Los Angeles county conducted a survey of homeless people and said there was
a 3 percent decline. The figure was 51,430 which included 23,359 in the city of Los Angeles.

While that is good news, the bad news is that homelessness among veterans who comprise 18 percent
of all homeless, up from 15 percent in 2009. More veterans over 62 and a rising rate for those
18 to 24 years old returning from Afghanistan and Iraq. And the homeless rate for female
veterans rose 51 percent from 601 in 2009 to 909 in 2011.

Service providers for the homeless said these figures may not be accurate. Andy Bales, president
of downtown's Union Rescue Mission said "This is a best guesstimate based on a partial count
and a very specific definition of homelessness."

According to guidelines set by the U.S. Housing and Urban Development Department homeless
people are defined as those living in emergency shelters and transitional housing. It also includes
those living in places not fit for human habitation, such as sidewalks, cars and abandoned
buildings. This does not count those who are living with family or friends.

So the veteran continues be among the downtrodden and misplaced and forgotten.

This injustice has to end, our country must do the right thing and do it now. Our veterans are
a very important part of our nation and our culture.

Please contact your elected officials, tell them our veterans deserve the best from our country,
we owe them our freedom, and we owe them our thanks, and we owe them the care and help
they so richly deserve.

New Hampshire Lawmaker Wants To Protect War Memorials

The New Hampshire legislature, at least the House, wants to protect War Memorial; Al Baldasaro,
Republican from Londenberry chaired a committee that debated the measure on Tuesday.

The bill would have required War Memorials in Franconia Notch on the eastern shore of Profile Lake to not be disturbed, and maintained for visiting and viewing by the public. Some Veterans' have had
their ashes spread in the park. The House wanted to expand the protections to cover any memorials in the park.

The bill failed to pass, but could appear again in another bill.

The New Hampshire Senate budget calls for leasing of the Cannon Mountain ski area, some are
fearful that the memorials would eventually be under the control of a private operator and not
the state.

Senate negotiators promised to try to put the protections into the budget package. The said they
agree to the blanket protection of the park just because ashes are spread there.

"Ashes are everywhere," said Sen. Jack Barnes, R-Raymond.

Baldasaro said there are no guarantees the protections will survive the conference committee that
hammers out a compromise on the budget.

"We will go to battle," said Barnes.

This is a shame and a crime against Veterans, I wonder how Sen. Barnes would feel if his, or
a loved ones ashes were handled with such disdain and disrespect.

To utter such a phrase flies in the face of decency and respect. To even think of not protecting
War Memorials and veterans rights is beyond contempt.

As Cold War Veterans we understand and are proud to stand beside our brothers and sisters-in-arms
no matter where or when they are attacked.

All New Hampshire residents should contact the Senators and Representative immediately and protest
this underhanded and blatant attack on our heroes. Tell them these War Memorials and ashes must
be protected till the end of time.

Automatic Enrollment of Veterans Returning From Combat Zones Into VA

A bill in the House of Representatives H.R. 1460 would provide for the automatic enrolement
of veterans returning from Combat Zones into the VA medical system.

This bill would benefit all veterans returning from combat zones, by immediately placing the
veteran into the VA medical system, allowing these veterans access to VA hospital care and
medical services at Department of Veterans Affairs medical facilities.

It would also provide them with a veterans identification card. and a list of all VA facilities
within 100 miles of the veteran's home.

This bill would greatly increase the ease of veterans getting the health care they need, and
hopefully decrease the hardships faced by many as they apply and then wait long periods
to become enrolled in the VA system.

Our country must provide the best possible care to ALL veterans, and remove the stumbling
blocks and delays that are currently in place, and allow veterans the choice to enroll in the
VA medical system.

Contact your Representative ask them to become a cosponsor to H.R. 1460.

Military Salute During Pledge of Allegiance

There is a bill in the House of Representatives, H.R. 648 to amend Section 4 of Title 4, United
States Code.

This bill would allow members of the Armed Forces not in uniform and veterans to render a
military salute during the recitation of the Pledge of Allegiance.

I think this should be passed immediately. Veterans were recently given the proper authority to
render a military salute during the playing of the National Anthem, and when our nation's flag
passes in a parade or other presentation of the colors.

It is just a simple way for our veterans to continue to show their pride and love of country, and
it might just remind others to show the proper respect for our flag.

I for one am so very tired of watching people ignore, and thus show disrespect for the flag that
we fought to defend and protect. It is not hard to remove your hat, place your hand over your heart
and sing the National Anthem, or recite the Pledge of Allegiance.

Americans take pride in your country, show respect for "Old Glory," and honor those who have
served to give you the freedom you enjoy.

Airman Missing In Action In Vietnam Identified

The remains of a missing Vietnam Airman have been identified and will be returned to his
family for a full military honors burial. The Department of Defense POW/MIA Personnel
Office (DPMO) made the announcement today.

On June 21, 1967 Air Force Captain Darrell J. Spinier of Browns Valley, Minn. was piloting his
A-1E Skyraider, attacking targets along the Xekong River in Laos.

Villagers said they heard an explosion just before his aircraft crashed. Another A-1E was in the
vicinity and for two hours searched for his fellow pilot, but never saw a sign of Spinier.

A team of US and Laos People's Democratic Republic, which was led by the Joint POW/MIA
Accounting Command (JPAC), in 1993 interviewed villages who had seen the crash. Those
questioned said that Capt. Spinier's body was visible on the riverbank and thought that the
body had probably been washed away when the rainy season started.

The survey team searched the area and found wreckage that appeared to be from Spinier's
aircraft, but could not find any remains.

The U.S. government in 1995 declared after review of Spinier's case that his remains were
unrecoverable. This was based on witness statements and all presented evidence.

In 1998 and again in 2003 search teams viewed the area and came to the same conclusion, that
Capt. Spinier's remains had indeed been washed away by the river and could not be located.

But JPAC did a complete excavation of the site in 2001. They discovered aircraft wreckage,
human remains, crew-related equipment and some personal effects.

Joint POW/MIA Accounting Command scientists used dental x-rays and other forensic identification
tools along with circumstantial evidence to identify the remains as belonging to Spinier.

With the identify confirmed, there are now 1,689 service members still missing and unacounted
for from the Vietnam War.

Once again I say our country must do everything possible to have a full and complete accounting
and the return of all remains of those MIA's from all wars.

The House of Representatives again has a bill H.Res.111 Establishing a Select Committee
on POW and MIA Affairs. This bill with 72 cosponsors was referred to the House Committee
on Rules on February 28, 2011, with no further action taken as of today.

Please contact your Congressman or Congresswoman, ask them to please cosponsor H.Res.111
and push for a vote to the full House floor; and to demand that this bill be passed immediately.

These POW/MIA's should no longer be just a number, we must repatriate them, bring them
home for proper burial and bring about closure for their families.

JPAC is working hard to find them, now we must not only ask; but demand that the foreign
countries involved must do everything possible to assist in finding and returning our missing.

$28 Million to Help Homeless and at Risk Veterans

On Thursday June 2, Secretary of Labor Hilda L. Solis announced that 122 grants worth over
$28 million to provide assistance to almost 17,000 who are homeless or at risk to become homeless
with job training to assist them in obtaining civilian careers.

The grants which include funding in Wyoming, Iowa, Colorado and Missouri were awarded by the
U.S. Department of Labor and the Homeless Veterans Reintegration Program. This will continue
already successful programs into their second and third years.

Included are $4,335,775 for the Homeless Female Veterans with families Programs, and $3,882,443
for the Incarcerated Veterans Transition Program, which will help veterans who have served
time in justice facilities.

Secretary Solis said "The Homeless Veterans Reintegration Program is recognized as an
extraordinarily efficient and effective program and is the only federal program that focuses
exclusively on employment of veterans who are homeless. I am pleased that the department can
assist these veterans and their families."

Homeless veterans using the Homeless Veterans Reintegration Program can receive classroom and
on-the-job-training as well as job search and placement services.

Second and third year funds are being awarded to state and local workforce boards, local public
agencies and nonprofit organizations, including faith-based and community groups, that
demonstrated through the first years funding that they can effectively administer programs and
are familiar with the population and geographic areas that are being served.

Grantees under this program must coordinate with the various local, state and federal social
service providers.

Maine Women Veteran Commemorative Coin

Monday June 6, 2011 the Maine Veterans Service Office will present the Maine Silver
Commemorative Coin to Maine Women Veterans.

The presentation will be held at the Maine Veterans Home in Scarborough, Maine, located at
290 US Route one, Scarborough, ME. at 1PM

The Silver Commemorative Coin is struck in the likeness of the Women Veterans Plaque ("A
Heritage of Service") that hangs in the Hall of Flags at the State Capitol in Augusta.

Peter Ogden, Director, Maine Veteran Services announced "We will be presenting coins to
15 World War II Veterans, 5 Korea War Veterans, 5 Vietnam War Veterans, 4 Cold War Veterans,
and 15 Persian Gulf women Veterans."

The event is open to the public and all media is invited. Maine thanks everyone for their support
of our veterans.

13,000 Veterans At Risk

About 13,000 veterans were placed at risk due to improper infection control practices at VA
hospitals in Ohio, Tennessee, Florida, Georgia and Missouri.

There have been eight confirmed HIV-positive results and sixty-one cases of Hepatitis B or C, from
those tested. It is not known if these cases were caused by VA exposure or by other means.

Infections are a problem in private and public hospitals and happen quite often. The VA says
it record of care to over 6 million veterans a year is good.

Although many of the veterans who were possibly put at risk think that being placed in harms
way again, some of them decades after they served their tours feel that the VA has let them down
again.

Once more we hear of failings of the VA in protecting our veterans. Not only not protecting, but
jeopardizing their lives. To quote the old song "Oh when will they ever learn."

Reverse Osmosis Water Filter-Free For Disabled US Veterans

APEC a water filter and softener company has a program dedicated to US Veterans.

They will supply for FREE a Reverse Osmosis water filtering system to sick or disabled veterans.
From their website "Purified drinking water is very important for people who are already suffering
from long term exposure to toxic chemicals."

"Through our new Free Drinking Water charity program, APEC is looking to donate several
drinking water filtration systems a month to sick or disabled US veterans and their families."

This company is looking for veterans with lower incomes and already have an existing condition
that drinking purified water would help these conditions.

Act 2011. Also please ask that a provision be written into the NDAA 2012 to authorize the

COLD WAR SERVICE MEDAL

WHEREAS, millions of unrecognized American troops served overseas around the globe in waging and winning a clear-cut victory in the Cold War (1945-1991); and

WHEREAS, Cold War Veterans were in the forefront of the worldwide struggle to defeat international communism since its inception; and

WHEREAS, There were Cold War flashpoints recognized by the Army of Occupation Medal, China and offshore waters under the China Service Medal (1945-1957), as well as 17 distinct military actions (1958-1983) covered by the Armed Forces Expeditionary Medal; and

WHEREAS, Many Americans lost their lives in hostile incidents with Soviets and their surrogates, Chinese, North Koreans and Cuban-supported insurgents along the Iron, Bamboo and Cactus Curtains (over and above the full-fledged wars in Korea and Vietnam) and other combat endeavors; and

WHEREAS, uncounted numbers of the United States military enforced the containment policy in inhospitable environments ranging from the shores of Greenland, the barren Aleutian islands, North Pacific skies, depths of the Arctic Ocean, Latin American jungles, as well as those countless numbers of members who served in CONUS, often in remote and isolated locations, to remote outposts stretching from Ethiopia to Pakistan, without official or public recognition; and

WHEREAS, The end of the Cold War brought freedom to many millions of people, and save countless lives with the end of the harsh and brutal
rule of the totalitarian communist regime, thus bringing a peace dividend that cannot be calculated; and

WHEREAS, an all-encompassing precedent (Public Law 104-3) as has been set with the universal opening of membership to all veterans of Korea war service regardless of direct exposure to enemy attack; and

WHEREAS, as a matter of fairness and a means of rectifying a continuing injustice to Americans who performed arduous duty during the Cold War in most cases equal to that of combat, closing this gap in Cold War recognition, is the right thing to do for our veterans; and,

WHEREAS, Congress has currently proposed two pieces of legislation S.402 and H.R. 1968 that provide for the award of a military service medal to members of the armed forces who served honorably during the Cold War and assisted in its final successful outcome; now therefore,

BE IT RESOLVED, by the American Cold War Veterans, that we support the federal legislation to award a Cold War Service Medal to veterans who were involved in that historical endeavor.

Agent Orange Buried in South Korea

According to a report from the BBC, the US and South Korea will hold an inquiry into the
alleged burying of Agent Orange in South Korea.

Three U.S. Army veterans have said the buried about 250 barrels of Agent Orange in a large hole
at a U.S. military base, Camp Carroll, in Chilgok, located south-east of Seoul in 1978.

Three Vietnam War veterans told KPHO that they had been involved in dumping the chemical
at the base.

The claims have been widely spread in South Korea, and some analysts predict an anti-US
backlash is the story is confirmed.

Senior South Korean government official Yook Dong-han said the US understood the "urgency
and seriousness" of the situation.

As we all know, Agent Orange was the most widely used herbicide in Vietnam. Tons of the
defoliant were duped on the jungles to strip away cover for North Vietnam soldiers.

The US stopped using Agent Orange in 1971 fearing that US soldiers were being exposed
by inhaling the chemical.

Many studies have concluded that children are more likely to be born with birth defects
in areas that were sprayed with Agent Orange. In addition, various types of cancer and
other illnesses are appearing in adults later in life.

Sexual Assault In The Military

In the most recent report from the Department of Defense said there were 3,158 reports of sexual
assault involving military members in 2010.

That was a slight decrease from the 3,230 cases reported in 2009. Strangely DoD made a highlight
of this figure as an 11 percent increase over 2008, saying that "the reporting message is
resonating with service members and is part of this increase."

It has been estimated that the 3,158 reported assaults are only 15 percent of all sexual assaults
last year.

Two members of the Maine Congressional Delegation have introduced legislation that will help
anyone who suffers a sexual assault.

Senator Susan Collins R-Maine with Senator Kerry D-Mass on May 18, introduced legislation
that will strengthen protections for service members who are victims of sexual assault. The
Defense Sexual Trauma Response, Oversight and Good Governance Act (The Defense

Congresswoman Chellie Pingree D-1Maine introduced H.R.930
To amend title 38, United States Code, to improve the disability compensation evaluation procedure of the Secretary of Veterans Affairs for veterans with post-traumatic stress disorder or mental health conditions related to military sexual trauma. Text of the bill can be found here

Congresswoman Pingree is working to persuade the Department of Veterans Affairs to put into
effect administratively, would ease the path to needed benefits for veterans who are ailing from
post-sexual trauma from their time in the military.

The Department of Defense, and The Department of Veterans Affairs are working to improve
help for victims of assault, and also to reduce the occurrence of sexual assault.

While sexual assault is not acceptable in any place at any time and offenders should be punished
to the maximum extent possible. In the military, where your life depends on those around you,
and they depend on you, sexual assault is something that should never happen.

And many times assaults are not reported out of fear of reprisal, fear of what others will say, fear
of receiving bad performance reports.

Vietnam Blue-Water Sailors Out of Luck?

According to an article in the New York Times there is not enough data available to determine
if sailors who served on deep water ships(or blue-water sailors) during the Vietnam War were
exposed to Agent Orange.

A report released Friday by the Institute of Medicine, which took 112 pages, reached this conclusion.

This is very sad news for those who served aboard the large ships that did not always enter
coastal waters of Vietnam. It also would appear highly unlikely that the Department of Veteran
Affairs will establish rules to make it easier for these Navy veterans to receive benefits for any
of the diseases linked to Agent Orange.

Many are asking for legislation to expand coverage of benefits and make it just as easy for these
deep water sailors to receive health care and disability payments as it is for infantrymen who
were exposed to Agent Orange.

Senator Kirsten Gillibrand (D-NY) who has sponsored legislation to help the blue-water veterans,
said the new report did not disprove the possibility that deep-sea sailors were sickened by Agent
Orange during Vietnam.

"This report does not invalidate the claims of thousands of blue-water Navy veterans who are
still suffering from the same illnesses as those who served ashore in Vietnam," the senator said
in a statement.

It has been estimated that as many as 800,000 military members were exposed to Agent Orange
even if they never set foot on Vietnam soil.

Since 1991 the government has presumed that Vietnam veterans with certain diseases were exposed
to Agent Orange, making them eligible for health care and disability payments. But then in 2002
the VA decided it would apply only to those who had actually been in Vietnam.

A federal court upheld that decision which basically left out sailors that served on large ships
like aircraft carriers which were in the deep water and further from Vietnam shores. So called
brown-water sailors who served on smaller boats that operated on inland waters are still
eligible for those benefits.

Agent Orange contains one of the most toxic forms of dioxin, and has been linked to
some cancers, and was the most used herbicide in Vietnam.

So another injustice is perpetrated upon our brave veterans. Will it ever end?

Contact your elected officials, tell them to include these blue-water sailors, and marines who
even though they did not enter Vietnam, or it's coastal waters.

Equal treatment and rights for all veterans is something our country must bring about. It is our
duty to those who served, no matter where or when. Justice must be served. Our veterans
deserve nothing less.

May 21-Judgement Day? Doomsday?

In my previous post about Armed Forces Day, I neglected to mention that May 21 has
also been prophesied as Judgement Day or Doomsday by Harold Camping.

So it might be your last chance to say Thank You to your military.

Of course May 21, 2012 is the end of the Mayan calendar and the predicated end of the world.

Armed Forces Day-Saturday May 21, 2011

Saturday May 21, 2011 has been designated Armed Forces Day, with a theme "United
in Strength."

This is the day dedicated to our Armed Forces, and a chance for everyone to pause and remember
and to say Thank You to our military

On August 31, 1949, Secretary of Defense Louis Johnson announced the creation of Armed
Forces Day to replace the then separate Army Day, Navy Day and Air Force Day.

This came about due to the unification of all military branches under one department, The Department
of Defense. The various military leagues and orders were asked to drop sponsorship of its specific
day, and to celebrate the newly announced Armed Forces Day. The Army, Navy and Air Force
leagues agreed and adopted the new day. However the Marine Corp League decided not to drop
Marine Corp Day, but added their support to the new Armed Forces Day.

The first Armed Forces Day was marked with parades, open houses, receptions and air shows
across the country. In New York an estimated 33,000 participated under the cover of
250 military planes of all types. In Washington, DC 10,000 troops of all military branches, cadets,
and veterans marched in front of the President. In Berlin 1,000 troops marched for the German
citizens at Templehof Airfield.

The battleships USS Missouri, USS North Carolina, USS Iowa, and USS New Jersey; while
sitting in "mothballed" condition were open for public inspection, meanwhile precision flying
teams dominated the skies as on the ground tracking radar was on display.

There were many many purposes for holding Armed Forces Day, in addition to expressing the
unification of all the services under a single department of the government. It was a kind of
educational program for civilians which would increase awareness of the Armed Forces. It
was planned to show the public what kind of job is performed and how the military relates
to civilian life. It gave the military a chance to show their state-of-the-art equipment to the
population they were protecting.

This year as we continue the two wars and more of our servicemen and servicewomen spend
more time away from, often serving multiple tours in Iraq and Afghanistan; it is even more important
that we remember and honor our military.

Please if there is a parade near you go, stand there and show your support. Attend an open house or
reception. Above all Please say Thank You to every member of the military that you come in
contact with.

And let us all make it a habit not just on Armed Forces Day, but every day of the year, to thank our
military and our veterans. Five simple words "Thank you for your service", or even "Thank You."
It will mean so much to them just to be remembered.

9th Circuit Court Blames Congress and President For Not Helping Veterans

On Tuesday the 9th Circuit U.S. Court of Appeals issued a 104 page decision that cited the failure
of the political branches to correct what it called the VA's "egregious problems" and "unchecked
incompetence" in delivering mental health care to veterans.

The three judge panel said this failure violated veterans' due process rights under the U.S.
Constitution.

The court said that examples show that veterans with PTSD or severe depression were often
forced to wait over eight weeks to receive mental health referrals. It also said that some veterans
committed suicide while waiting for help.

The court said that over 84,000 veterans are waiting for assistance with no legal means to
challenge these delays. The court added that these delays "can mean the difference between
life and death." An average of 18 veterans commit suicide every day.

In 2007, two nonprofit organizations, Veterans for Commons Sense and Veterans United
for Truth had sued the VA claiming "shameful failures" to care for wounded veterans.
This claim was dismissed by the California district court which said the court did not have
the jurisdiction to implement or interfere with the VA's mental health program.

The three judge panel acknowledged that it's intervention in VA affairs was an "extraordinary
step" and this was better suited for Congress or the president.

Judge Stephen Reinhardt wrote that the panel concluded that the political branches had
"so completely and chronically failed" to respect veterans' rights that the court had to
intervene.

"No more veterans should be compelled to agonize or perish while the government fails
to perform its obligations," the opinion said.

The 9th Circuit Court sent the case back to the lower court to determine what changes
are needed to ensure that veterans in need of mental health care receive prompt treatment
and those with urgent problems receive immediate care.

A lawyer for the two veterans' groups Heather Moser, called the decision "monumental" for
recognizing that veterans' have a constitutional right to mental health care in
a timely manner.

May 8th Victory in Europe(VE) Day

Yesterday, May 8 has come and gone, unnoticed. And what a shame that is. This year it just
happened to fall on Mothers Day, which made it ever more special.

How many people remember that May 8th is Victory in Europe (VE) Day. It is no longer celebrated,
in fact it is not even placed on calendars, and it has not been for several years.

As the number of WWII veterans grows smaller by the day, we should take special note of this day,
and give our thanks and prayers for those brave men.

The Instrument of Surrender ordered all German military to surrender
and cease all operations at 23:01 Central Europe Time on May 8th, 1945.

This was the end of the war in Europe, and we should never forget this date, we should never forget
those who fought so valiantly and through such hardships. Never forget those who gave their
lives to protect our country and our freedom.

I am so proud that so many towns and cities across our great land are remembering the
WWII veterans by giving the veterans free trips to Washington, DC to visit the WWII memorial,
which is a very beautiful and inspiring monument to all who fought in that horrific struggle.

I hope that the Freedom Flights will continue long enough to allow every WWII veteran the chance
to see this wonderful memorial.

American Cold War Veterans May 1 Meeting Follow-up

The American Cold War Veterans held our annual meeting in Washington, DC on May 1st
and 2nd.

At our annual meeting, in DC this year accomplished quite a few things, and set some new goals.
Although the turnout was not quite what we expected we did the best we could.

Our thanks to "Doc" Dianne Meyers a member of the European Defense Veterans of America-EDVA for attending. Dianne also agreed to be our liaison with EDVA, and to act as our Women's Coordinator.

Thanks also to Joe Martin, USMC for attending and presenting his "Cold War Blanket" to us. He made the blanket using patches from military and veteran organizations that back Cold War Veterans. He also gave a very inspired speech about the injustice and inequality of treatment from the VA when it comes to Cold War Veterans.

William Boyle agreed to head the committee to create a memorial to the Cold War. Volunteers are need to assist Bill in this endeavor. It will be a long, hard process; to find a proper location, drum up support in Congress and the Federal Parks Commission, and to raise the necessary funding.

Al Lepine offered several suggestions that will help us grow and move forward. More on this later as ideas are discussed and finalized.

Following the general meeting we all traveled to Arlington National Cemetery to hold a Memorial
Service to honor the Forgotten Heroes of the Cold War. The service was conducted by our Chaplin
Dr. David Clevenger. The Color Guard was provided by the Carson Long Military Institute, New
Bloomfield, PA.; complete with bugler playing taps.

After the conclusion of the service we separated into small groups to place flowers on the graves of the
Cold War Heroes interred there. It was a very moving experience for all of us.

Due to the small turnout, I was the only person walking the halls(was a pretty small "storm the hill").
The members of Congress were just returning from their recess, so everyone was unavailable
I did meet with staff members from several Senators and Congressman, everyone I talked to was
very receptive and promised to bring it up at the next staff meeting, pass along the info to their boss.
Two points that was stressed: We need something on the House side; and we must have a provision
(with the same wording) included in both versions of the NDAA. The House is doing the mark up this week and the Senate will do the mark up in June.
It is very important to keep up the pressure. Email or fax all those you can. and Congress.org is a good
place to contact your elected officials. Ask both of your Senators to cosponsor bill S.402 The Cold War Service Medal Act of 2011, Ask you Congressman/woman to introduce legislation with the same wording in the House.

Contact all members of the House and Senate Armed Services Committees
and most important members of the Personnel subcommittees should be asked to ensure that a provision using the same language as SEC. 566 of the Senate version of the NDAA 2011 be written into the NDAA 2012

William Boyle and I had a very good meeting with Kevin Secor, the Veterans Service Organizations liaison to the Secretary of Veterans Affairs. He have us some useful information to help get our organization listed in the VA Journal (and when it returns) the VA website listing.

We hope that in the near future we will complete this goal.

New Secretary of Defense

It appears that President Obama has chosen CIA Director Leon Panetta as the new Secretary of Defense,
according to a release just issued by Reuters.

If congress confirms Panetta, he will take office on July 1st, as Robert Gates steps down on June 30th.

Panetta who will be 73 in June has been CIA Director since 2009. He is well respected and liked
in Washington. Some feel he will tackle the budget problems quickly and make rather large changes.

I do not know how much experience Mr. Penetta has in the field of defense, and military operations.

How he will treat the military and our nation's veterans is a very large question.

Another Extension for Stop-Loss Payment

The Department of Defense has announced another extension on the deadline to apply for
Retroactive Stop-Loss Special Pay(RSLSP).

The new deadline is Oct. 21, 2011. This will allow more time for service members, veterans and
their beneficiaries to apply for the benefits that were earned.

All those who had the service involuntarily extended under Stop Loss authority between September
11, 2001 and September 30, 2009 are eligible for payment of $500.00 for each month their service
was extended.

Approximately 145,000 service members are estimated to have been effected by Stop Loss. Most
of those have left the military and the services have made attempts to notify everyone through
extensive and consistent outreach programs for the last 18 months. By using social media, direct
mail, media outlets and contacting military and veteran service organizations these efforts will
continue through Oct. 21, 2011.

If you are a member or beneficiary of a member who's service was extended I urge you to apply
as soon as possible. This money was earned and it is yours.

Gagarin A Hero?

April 12, 1961 the Soviet Union put the first man in space, Yuri Gagarin was blasted into space
and spent 108 minutes orbiting the earth.

It was a telling blow to America's space program. Our country was hard at work trying to beat
the Soviets.

This also fed the Russian military programs, it helped build their ICBM, which were then equiped
with nuclear warheads. Thus increasing the threat of a possible first strike against the United States.

So why did so many Americans celebrate the occasion of the 50th anniversary of Gagarin's
space flight? Celebrity status should not have been given to Yuri, a hero in the old Soviet Union
yes, but to the U.S. I think not.

The celebrations across our country are like a slap in the face of all Cold War Veterans. The fact
that for even a short time the Soviets had an advantage is not a circumstance to be honored.

The men and women who served during that era do not see him in the same light as those who
attended the parties and hailed him as if he were a knight in shining armor.

Russia has long held him as a hero and they should be proud of him and his accomplishment.
He did a great and very scary mission.

But, we can not forget that what happened certainly heated up the Cold War, and probably
managed to prolong the struggle even more. As the rockets grew bigger and could carry more
nuclear warheads, the U.S. had to build more and even more powerful weapons.

Wilmington, NC VA clinic back on track

In November, 2009 the VA announced that a new "Super Clinic" was to be built in Wilmington, NC.
The plan was to have the clinic completed by this year, but hit a snag last year when the developer could not obtain the land needed for the clinic.

A new contractor for the $66 million project has been secured and the plan now is to have the
clinic operating by 2013.

The new clinic will provide specialty services such as audiology, neurology, podiatry and
optometry as well as primary care and mental health care.

North Carolina is home to nearly 800,000 veterans, and the new clinic will serve up to 7 counties
in Wilmington area of Southeastern North Carolina.

Senators Richard Burr (R-NC), Kay Hagan (D-NC) and Congressman Mike McIntyre (D-NC)
have all praised the plans and have indicated they plan to make sure the program stays on
schedule.

Changes Underway At The Pentagon

This year will produce change in the Pentagon as the top military leaders reach the end of
their terms.

First was the Army Chief of Staff Gen. George W. Casey Jr., who was succeeded by Gen. Martin E.
Dempsey during a Change of Command Ceremony at Ft. Myer, Virginia on Monday.

Chairman of the Join Chiefs of Staff Adm. Mike Mullen, and Chief of Naval Operations, Adm.
Gary Roughead will also be reaching the end of their terms this year. Their replacements have
not yet been announced.

Secretary of Defense Robert Gates has said repeatedly that he would step down sometime this
year. Who will replace Secretary Gates? Several names have been mentioned, but no one has
yet to rise to the top of the list.

Our military and our veterans will watch with great interest to see what course the new leadership
will take. How will the changes develop the shape of our nation's armed forces? Will our forces
grow smaller, stay on the present levels, or perhaps even grow larger as the world events continue
to evolve?

New VA Clinic To Be Built In Auburn Maine

Seven years in the planning, ground was broken for a new Veterans Administration outpatient
clinic in Auburn, Maine. Serving the Lewiston/Auburn area, it is the last major population center
to have such a clinic.

It will be a "Super Clinic" which will provide primary care, specialty services and metal health care
to approximately 6,000 veterans in central Maine each year. This will make health care more
accessible to veterans in Maine.

It is expected to take about one year to construct the clinic.

A similar clinic will open in the next week or two in Bangor, ME.

We applaud the VA for the continued building of clinics and hospitals to better serve our
nation's veterans. We do, however, think even more clinics are needed; and the time to process
claims still needs to be improved. There is still a huge backlog of claims, and the long waiting
period causes undue hardships on veterans and their families.

Nuclear Winter-What Could Have Happend

The year 2011 marks a very special occasion in the history of the world. It is the 20th
anniversary of the end of the Cold War. Americans under the age of 20 were not yet born.
So they probably have no idea what the Cold War was about, what could have been the end
of the world.

So perhaps a little history of the struggle between the U.S. and the Soviet Union and the
possibility of a nuclear attack and the consequences of such a horrendous occurrence.

During the Cold War the one thing that we all feared, and thought about constantly was the
first and retaliatory exchange of nuclear missiles.

This would have brought about the much talked about mutual annihilation and "Nuclear Winter." In fact
it was so enmeshed in the public's mind that the BBC produced a television program about an attack
on the city of Sheffield and what happened to the area surrounding the city following the nuclear
explosion and nuclear winter took the place of a normal life.

In 1985 it was estimated that the total explosive power of nuclear weapons was between 12,000 and
20,000 megatons. Although both the U.S. and the Soviet Union kept secret the total of weapons
and their power, many different studies and guesswork reached those figures.

In order to provide an idea of how much power that would be a one megaton bomb would be equal
to 18 times the explosive power of the bomb that was dropped on Hiroshima. That means that the
higher figure of 20,000 megatons would have equaled 1,600,000 of that single atomic blast.

Many scientists believed that just a fraction of the existing nuclear weapons being exploded would
throw enough smoke and debris into the air to block out the sunlight. The figures used said that
at ten miles above the surface 74 percent of the sun's light would be blocked.

In 1983 a conference organized by American scientists on nuclear war. It estimated that such a war
would involve the use of 5,000 megatons of nuclear weapons. It also estimated that the smoke
alone from these bombs would be 225 million tons.

The ensuing darkness could last for weeks or even months before the smoke and debris began to clear.
The lack of sunlight would mean that temperatures in the inland regions would drop to -15 to -25
degrees Celsius. Nothing could grow, animals and humans would die from the cold and radiation
poisoning.

As the winds aloft spread the radiation and smoke and dust the rest of the world would be affected.
As the sun was blocked "nuclear winter" would spread around the globe quickly.

When the dust finally settled and sunlight could again reach the surface, there would be another
danger, the ozone layer would be so weakened that much higher ultra-violet radiation would cause
extreme damage to any humans who would have survived.

The final conclusion was "In the aftermath of a 5,000 megaton exchange, survivors would face
extreme cold, water shortages, lack of food and fuel, heavy burdens of radiation and pollutants,
diseases and sever psychological stress-all in twilight or darkness. It is clear that the ecosystems'
effects alone resulting from a large -scale thermo-nuclear war would be devastating enough to
destroy civilization as we know it in at least the Norther Hemisphere. These long-term effects,
when combined with direct causalities from the blast suggest that eventually there might be no
human survivors in the Northern Hemisphere. Human beings and other animals and plants in
the Southern Hemisphere would also suffer profound consequences."

And that my friends is why we fought so hard to contain the Soviet Union, and why we stood
ready at all times to attempt to block and stop any attack on the U.S.

Our military was stationed around the world with missiles and bombs ready, from silos in the
heartland of the U.S. to ship, submarines and planes ever on guard.

Think back, remember those backyard bomb/fallout shelters, the air raid drills and the fears we
all felt. It was real, it could have happened at any time.

Now please contact your both of your Senators ask them to become cosponsors to a bill S.402
The Cold War Service Medal Act of 2011. Contact your Congressman/woman ask them to
introduce a bill in the House of Representatives with the same wording.

Contact all members of both the Senate and the House Armed Services Committees, ask them
to ensure that a provision be written into the NDAA 2012, using the same wording as SEC. 566
of the Senate version of the NDAA 2011.

And remember to thank a vet when you see one, and thank all those presently serving in our military
because of them our country is still free.

U.S. Navy Names New Littoral Combat Ships

An announcement by Secretary of the Navy Ray Maybus said that the two new Littoral Combat
Ships (LCS) will be named USS Montgomery and USS Jackson.

The ships will be built by Austal Shipbuilding in Mobile, Alabama.

The Navy is using a dual block buy of the ships. Using both the semiplaning monohull by Lockheed
Martin and the aluminum trimaran by General Dynamic. With this method the Navy can stabilize
the LCS program with an award of 20 ships. It will also increase the ship procurement rate to support
operational requirements; sustain competition and enhance foreign military sales.

Both platforms meet the Navy's LCS requirements, but the to designs provide for operational
flexibility.

A fast, agile combatant the LCS provides the operational flexibility to execute focused missions
close to shore such as anti-submarine, mine warfare, and surface warfare.

The ships will be 416 feet long, with a beam of 103 feet, weighing approximately 3,000 tons and
have a speed of of more than 40 knots.

The USS Jackson (LCS 6), named in honor of the state capital Jackson, Miss; is the first ship to
use this name.

The USS Mobile (LCS 8) is the second ship to bear the name of the capital city of Mobile, Ala.

U.S. Military Considers Evacuations of Military from Japan

Although it has not been confirmed, sources say that the U.S. military is considering the
evacuation of all military personnel, and dependents from Yokosuka, Japan.

Yokosuka is home of the largest Navy base in Japan.

As of Monday there were no ships in port at Yokosuka. The aircraft carrier USS George Washington
had been undergoing maintenance, but left Monday to avoid the plume of radioactive particles
that could flow over the base. Since the ship was "in the yards", when she sailed the crew was not
at full strength; and thus will not be able to assist the rest of the Navy ships that are helping in the
recovery efforts.

On Saturday a plane left Japan with 230 people aboard, and that was followed by another flight
Monday with 154 military family members headed for Seattle/Tacoma(SeTac) international airport.

These were voluntary evacuations under State Department guidelines, and are being paid for
by the U.S. government.

If there is a real danger to our military and their dependents, by all means they should be removed
from harm's way immediately.

April 8th New Deadline for Stop-Loss Pay

The Department of Defense has again extended the deadline for Retroactive Stop-Loss Pay. The new
deadline in April 8th.

For those service members, or their beneficiaries who had their service involuntary extended from
Sept. 11, 2001 through Sept. 30, 2009, you can apply for the Retroactive Stop-Loss Pay. which is
$500.00 for each month that your contract was extended.

The services estimate that 145,000 service members, veterans, and their beneficiaries are eligible for
the program that began Oct. 1, 2009. Since most of those eligible have separated from active duty,
the various services have used extensive and ongoing efforts to contact all those involved.

Efforts will continue through April 8 using direct mail, social networks and media outlets. As well
as using Veteran Service Organizations and other military websites, the DoD will pursue all available
outlets.

So again I urge you to apply as soon as possible. You earned this money, it is yours to claim.

Have You Ever Thanked A Veteran?

As a veteran myself, when I see a veteran wearing a hat, shirt, jacket, or other emblem that says
he served in our military, I always say Thank You for Your Service.

I also thank the men and women I see in uniform no matter where it might be.

These brave men and women have placed their lives on hold, and placed themselves in jeopardy every
day. Is it too much to say a simple Thank You?

Many stores, tourist attractions, and countless other entities offer military and/or veteran discounts.
Yet when a customer provides proof of service most times the cashier, the one placing items in the
bags, or even those in line do not bother to acknowledge the service of a veteran; or even a current
member of the military.

Are we afraid as a country to say Thank You? Are we ashamed that perhaps we did not serve?
Or as a country are we just that plain selfish? The old "rather you than me" is a hard way of thinking.

A veteran will not become angry and yell at you, instead they will simply smile and say Thank You
right back to you. To be noticed and appreciated by such a simple thing is very heart warming
and a humbling experience to a vet.

So next time you see a veteran, or a person in uniform just say Thank You for Your Service, you will
feel better and so will they.

Maine Veterans Day, Day Off

The state of Maine is considering a bill that would give veterans a paid day off for Veterans Day,
Nov. 11th.

Bill HP0146, LD 169 would mandate that any employer with more than 50 employees allow a
veteran to have a day off with pay for Veterans Day.

Although Veterans Day is considered a holiday, the majority of employers do not close for the day
and if an employee does take the day off, it is without pay.

Everyone living in Maine please contact your state Senators and Representatives ask them to
cosponsor and vote for passage of HP0146, LD169. Our veterans deserve this day off with pay.

Valor Flight for Korean War Veterans

The Great state of Tennessee is changing the Honor Flight for WWII veterans. They are now
calling it Valor Flight, The Flight of the Not forgotten, and it is for Korean War Veterans.

After honoring over 1,000 WWII veterans, now the flight will be to take Korean War Veterans
to see the memorial, of 19 stainless steel statutes and the memorial wall.

Organizer Steve Celuch says "A lot of treasured memories surface as a result, and we hope
to recreate that experience for Korean Veterans."

The organization is looking for Tennessee Valley Korean War Veterans who live in Madison,
Limestone, Morgan, Marshall and Jackson counties.

Gates Welcomes House Vote Against Extra F-35 Engine

WASHINGTON, Feb. 16, 2011 - Defense Secretary Robert M. Gates today welcomed the full House of Representatives vote to kill the extra engine for the F-35 joint strike fighter, Pentagon Press Secretary Geoff Morrell said.

The House voted 233-199 to strip funds for the engine from the fiscal 2011 defense spending bill.
"Secretary Gates welcomes today's vote and is gratified that the full House has recognized the merits of the department's position in opposing the JSF extra engine," Morrell said. "He understands this afternoon's vote is but one step, although a very important one, on the path to ensuring that we stop spending limited dollars on unwanted and unneeded defense programs." The bill still must go to the Senate, where funding for the engine could be added back.

General Electric and Rolls Royce are building the engine. In 2005, then-President George W. Bush and then-Defense Secretary Donald H. Rumsfeld opposed the extra engine. In a statement issued May 28, President Barack Obama promised to veto any legislation that provided funds for the extra engine.

Gates has said he will use every legal means to terminate the extra engine program, which he said is costing taxpayers $28 million a month.

Now a question to ask. The CBO once estimated that the cost of a Cold War Medal would be
about $30 million spread over 5 years. What will happen to the $28 million a month?
Why not use part of that money for a Cold War Medal? Just one month would pay for medals for
all the Cold Warriors.

President Obama Misspeaks During Medal of Freedom Awards

It was during the presentation to President George H.W. Bush, that President Obama spoke the
words that every Cold War Veteran hates to hear.

President Obama credited President Bush with ending the Cold War "without a shot being fired."
The very words we have been fighting since the 1991 collapse of the Soviet Union, and the end
of the Cold War.

We all know shots were fired, our planes were shot from the sky by communist forces, our ships
were attacked, ground troops were shot at. Many lives were lost during the Cold War, the VFW
places the count at over 380, but many more were lost in secret operations.

We can not allow this flawed thinking to continue, America must remember! Does no one think
that Korea, Vietnam, Haiti, Dominican Republic, Lebanon and so many other clashes were not
a part of the Cold War?

This year marks the 20th anniversary of the end of the Cold War, our nation must pay respect
and honor to all those who endured the harsh and arduous conditions in the battle to contain
communism. From Sept. 1945 to Dec. 1991 these men and women stood ready and waiting;
and hoping that nuclear war did not break out.

From ships at sea, submarines under the sea, troops on the ground around the world
SAC planes in the air, those standing in place in missile silos; no matter where, no matter
when, no matter which uniform they wore; they were heroes all. Each and everyone should
be thanked, recognized, honored, and respected.

We must not forget! We can not forget! We must say to those who try to re-write history NO!
It was a war and WE WON!

Please contact your elected officials in Washington, tell them to make this a special year. Tell
them that this must be the year to authorize and issue a Cold War Victory/Service Medal.

Do not allow those who sacrificed their lives continue to be ignored. Do not consider those
who gave of their time to protect our country as "just showing up", it was more than "just
a job" to us; it was a fight for right and freedom.

President Obama, please correct this mistake. Will you do honor to the Cold War Veterans
and by Executive Order create a medal to finally give us a place in history?

House Appropriations Committee Cuts VA IT Funds

The House Appropriations Committee sliced $160 million from the Veterans Affairs Department's 2011 information technology budget in a broad spending plan that the panel introduced late Friday to cut $100 billion from this year's federal budget.

The 2011 continuing resolution sets the department's IT budget at $3.147 billion, 5.1 percent below the $3.307 billion VA requested. The Appropriations Committee said the budget cuts reflect savings VA achieved from canceling projects.

The cuts made by the Republican-controlled committee slice $15.5 million more from VA for canceled programs than the Democrat-controlled committee did last December in its failed continuing resolution, which approved cuts totaling $144.5 million.

The Senate Appropriations Committee in December 2010 also approved cutting VA's IT budget by $144.5 million in its 2011 continuing resolution, but the full Senate did not adopt the legislation.

The current continuing resolution from the House Appropriations Committee includes a $460 million increase for disability claims processing, the same amount that VA requested, but $14 million below the $474 million the Senate Appropriations Committee voted for last December.

VA Budget Request for 2012

VA Announces Budget Request for 2012

Shinseki Pledges to Continue to be "Good Steward" of Resources

WASHINGTON (Feb. 14, 2011) - In announcing the proposed budget for the

Department of Veterans Affairs (VA) during the next fiscal year,

Secretary of Veterans Affairs Eric K. Shinseki emphasized "making every

dollar" count in the $132 billion budget proposal for VA.

"We will continue to wisely use the funds that Congress appropriates for

us to further improve the quality of life for Veterans and their

families through the efficiency of our operations," said Secretary of

Veterans Affairs Eric K. Shinseki

"In the current constrained fiscal environment, every dollar counts,"

Shinseki added. "We have put into place management systems and

initiatives to maximize efficiency and effectiveness, and to eliminate

waste."

The budget request for the fiscal year that begins Oct. 1 must be

approved by Congress before taking effect.

Health Care

The budget request seeks nearly $51 billion for medical care. It would

provide care to more than 6.2 million patients, including nearly 540,000

Veterans of military operations in Iraq and Afghanistan.

The budget request also includes almost $1 billion for a contingency

fund and $1.2 billion of operational improvements to manage the

appropriated funds in a fiscally responsible manner.

Major health care provisions include:

* $6.2 billion for mental health programs, including $68

million directly for suicide prevention;

* $344 million to activate newly constructed medical

facilities;

* $208 million to implement new benefits for Veterans'

caregivers;

* Nearly $509 million for research; and

Shinseki noted the department has created "a portfolio of initiatives"

to improve the quality of VA care while making it easier for patients to

access services. Primary care providers will put more emphasis upon

disease prevention and healthy living. New technology - securing

e-mails, social networking and telehealth - will be harnessed to meet

the evolving needs of patients.

For example, in 2010, a daily average of more than 31,000 patients took

advantage of VA's telehome health care. The budget proposal will allow

more than 50,000 people daily to use this innovative, at-home care.

Among the department's operational improvements is a provision that

calls for VA to implement Medicare's standard payment rates, a measure

that will free $315 million for other health care needs.

Benefits

The proposed budget for the new fiscal year includes more than $70

billion in "mandatory" benefits programs, a category consisting mostly

of VA disability compensation and pension payments.

Shinseki reaffirmed his commitment to "break the back of the backlog" of

claims from Veterans for disability compensation and pensions. VA's

goal is to provide Veterans with decisions on their claims within 125

days at a 98 percent accuracy rate by 2015.

Various initiatives support continued redesign of VA's business

processes and development of a paperless claims system to improve the

efficiency of VA's handling of applications for compensation and

pensions. Among the major projects is one to provide Veterans with

streamlined forms to present to non-VA physicians who are evaluating

Veterans for disability benefits, while another new program allows

online application for claims related to exposure to Agent Orange.

Homelessness Prevention

The funding request includes nearly $940 million for specific programs

to prevent and reduce homelessness among Veterans and their families.

This funding is a 17 percent increase over the current budget of nearly

$800 million.

"Homelessness is both a housing and a health care issue," Shinseki said.

"Our 2012 budget plan supports a comprehensive approach to eliminating

Veterans' homelessness by making key investments in homeless and mental

health programs."

Education and Training

The requested budget for "mandatory" benefits programs includes nearly

$11.5 billion for VA education, training, vocational rehabilitation and

employment programs, including educational benefit programs VA

administers for the Department of Defense. Approximately 925,000 people

will receive benefits under these programs. Nearly three-quarters of

the funds will go to recipients of the new Post-9/11 GI Bill.

The budget proposal continues development of an automated Post-9/11 GI

Bill claims processing system that will speed tuition and housing

payments to eligible Veterans.

Information Technology

VA will seek nearly $3.2 billion for the new fiscal year to operate and

maintain its information technology (IT).

"IT is the key to bringing VA into the 21st century," Shinseki said. "It

allows for the efficient delivery of health care and benefits."

A recent independent study found that VA invested $4 billion in medical

IT from 1997 to 2007, which generated $7 billion in savings, mostly from

the elimination of duplicate medical tests and the reduction of medical

errors.

VA has a major role in the development of the "virtual lifetime

electronic record" as part of an inter-agency federal initiative to

provide complete and portable electronic health records for service

members, Veterans, other family members and, eventually, all Americans.

Through a disciplined approach to IT projects, VA transformed its

software development processes, meeting product delivery schedules over

80 percent of the time.

VA is consolidating its IT requirements into 15 major contracts, which

will lower costs and increase oversight and accountability. Seven of

the 15 contracts are set-aside for Veteran-owned businesses, and four of

those seven are reserved for small businesses owned by service-disabled

Veterans.

Construction

Nearly $590 million in major construction is included within next year's

budget request.

"This reflects the department's continued commitment to provide quality

health care and benefits through improving its facilities to be modern,

safe and secure for Veterans," Shinseki said.

The funding proposal provides for the continuation of seven ongoing

construction projects at health care facilities - New Orleans; Denver;

San Juan, Puerto Rico; St. Louis; Palo Alto, Calif.; Bay Pines, Fla.,

and Seattle - plus new projects in Reno, Nev.; Los Angeles and San

Francisco.

Also in the budget request is $550 million for minor construction for

such purposes as seismic corrections, improvements for patient safety,

and enhancements for access and patient privacy.

Additionally, the spending proposal includes funds for a gravesite

expansion project at the National Memorial Cemetery of the Pacific in

Hawaii.

National Cemeteries

VA is seeking more than $250 million next year for the operation and

maintenance of its 131 national cemeteries.

The department expects to inter about 115,000 people next year at its

national cemeteries. Nearly 90 percent of the U.S. population is within

75 miles of a VA-run national cemetery or a state-run Veterans cemetery.

For the fourth consecutive time in 10 years, VA's system of national

cemeteries has bested the nation's top corporations and other federal

agencies in a prestigious, independent survey of customer satisfaction.

The fiscal year 2012 budget plan includes $46 million to fund creation

and improvement of state Veterans cemeteries and tribal government

Veterans cemeteries.

Remains Of 11 U.S. Army Air Force MIA's Identified, Returned

WASHINGTON, Feb. 10 (UPI) -- The remains of 11 U.S. servicemen missing in action in the Pacific Theater during World War II have been identified, the Defense Department said Thursday.

The remains are being returned to their families for burial with full military honors, the Pentagon said in a news release.

Army Air Forces Technical Sgt. Charles A. Bode, 23, Baltimore, will be buried Friday in Arlington National Cemetery.

A group burial for Bode and his 10 comrades will be March 24 at Arlington National Cemetery. The other crew members whose remains have been recovered are those of: 1st Lt. Richard T. Heuss, 23, Berkley, Mich.; 2nd Lt. Robert A. Miller, 22, Memphis, Tenn.; 2nd Lt. Edward R. French, 23, Erie, Pa.; 2nd Lt. Robert R. Streckenbach Jr., 21, Green Bay, Wis.; Tech. Sgt. Lucian I. Oliver Jr., 23, Memphis, Tenn.; Staff Sgt. Ivan O. Kirkpatrick, 36, Whittier, Calif.; Staff Sgt. William K. Musgrave, 24, Hutsonville, Ill.; Staff Sgt. James T. Moran, 21, Sloatsburg, N.Y.; Staff Sgt. James B. Moore, 21, Woburn, Mass.; and Staff Sgt. Roy Surabian, 24, Medford, Mass.

The Defense Department said in a release that on Nov. 20, 1943, the 11 B-24D Liberator crew members took off from Jackson Airfield, Port Moresby, New Guinea, on an over-water mission near the northern coast of the country. During the mission, their only radio transmission indicated they were 20 miles northwest of Port Moresby, but they did not make it back to their base. Subsequent searches failed to produce any evidence of the crew or their aircraft.

In 1984, the government of Papua New Guinea notified U.S. officials of a World War II crash site in a ravine in Morobe province. A subsequent search located B-24 aircraft wreckage and human remains but time constraints and the threat of landslides prevented their recovery.

During a site visit in 2004, local villagers turned over human remains they had previously removed from the areas. Those remains were used to identify Bode.

There are still more than 74,000 Americans listed as missing in action from the war.

VA Provides Benefits to Veteran's Caregivers

Finally recognition for those who provide the care for our Wounded Warriors. Those who suffer

just as much, if not more, deserve this help. It take a lot of courage, determination and

devotion; plus a whole lot of love to give the proper care to the injured and ill.

VA Provides Benefits to Veterans' Caregivers

WASHINGTON, Feb. 9, 2011 - The Veterans Affairs Department is launching the first of a series of new and enhanced services supporting family caregivers of seriously ill and injured veterans.

President Barack Obama signed the Caregivers and Veterans Omnibus Health Services Act of 2010 legislation in May, authorizing VA to establish a wide range of new services to support certain caregivers of eligible post-9/11 veterans.

"Caregivers make tremendous sacrifices every day to help veterans of all eras who served this nation," Veterans Affairs Secretary Eric K. Shinseki said. "They are critical partners with VA in the recovery and comfort of ill and injured veterans, and they deserve our continued training, support and gratitude."

In addition to the new benefits and services for eligible veterans who were disabled in the line of duty since Sept. 11, 2001, VA also will begin providing enhanced benefits and services to caregivers of veterans of all eras who already are enrolled in VA care, including:
-- Access to VA's toll-free Caregiver Support Line at 1-855-260-3274;
-- Expanded education and training on caring for Veterans at home;
-- Other support services such as counseling and support groups and referral services; and
-- An enhanced website for caregivers.

Some of the new benefits of the Caregivers and Veterans Omnibus Health Services Act are restricted by law to the caregivers of the most seriously ill and injured post-9/11 veterans. Those additional benefits include:
-- A monthly stipend;
-- Health care coverage;
-- Travel expenses, including lodging and per diem, while accompanying veterans undergoing care;
-- Respite care; and
-- Mental health services and counseling.

VA will report to Congress in the future on the feasibility of expanding the enhanced services to family caregivers of veterans of all eras, officials said.

While some of these enhanced benefits are available now, many of the other significant newly enacted benefits will require the issuance of regulations. These additional benefits include monthly stipends, pay for travel costs, medical coverage, training, counseling and respite care designed to prevent institutionalization of veterans whenever possible.

The law requires detailed regulations for determining eligibility, designating and approving caregivers, and providing stipends and health care coverage to primary family caregivers. The complex process required to implement these regulations will provide veterans, caregivers and the public the opportunity to provide comments before those regulations are finalized.

"VA has supported caregivers of veterans of all eras for almost eight decades," said Deborah Amdur of VA's Care Management and Social Work Service, "and we know from our experience and research that veterans are best served when they can live their lives as independently as possible surrounded by caring family and friends."

Each VA medical center has designated caregiver support coordinators who will assist eligible veterans and caregivers in understanding and applying for the new benefits. VA also has a caregiver support website, http://www.caregiver.va.gov, which will provide general information once final regulations are published, officials said.

Is It Possible China Will Bid On U.S. Military Contracts?

Can we possibly allow this to happen?

China Aviation Industry Corp. is in talks with U.S. Aerospace Inc. and has been for some time. This
could lead to the Chinese bidding on military contracts.

It seems the company is interested in bidding on replacing the Marine One helicopter fleet. Marine
One is used to transport the president.

According to the Wall Street Journal, the company also wants to supply the Air Force with
over 400 training aircraft for the F-22 and F-35 stealth fighters.

The Marine One fleet was supposed to be replaced by Lockheed Martin, but due to cost
overruns and rising prices President Obama orderd the plan scrapped and told the military
to find less expensive options.

This might enable the Chinese state-owned company to obtain secret U.S. military technology
by using this partnership with a U.S. company.

China has in the past attempted to enter critical U.S. industry, and these attempts have always
been defeated. Current regulations and vociferous political backlash led to the demise of these
past attempts.

As China continue to rapidly expand and grow its military, pushing hard to gain a strategic
foothold on the world; it would be foolhardy and incomprehensible to allow China to even
think this would be a possibility.

Secretary of Defense Robert Gates said recently "Even as the United States pursues a more
constructive relationship with China, we and our allies cannot ignore the Chinese military's
recent advances in missiles, space and cyber warfare."

So the answer must be a very large resounding NO to any possibility of a Chinese company
bidding on U.S. military programs.

Goodby USS Los Angeles (SSN-688)

On January 23, 2011 The U.S. Navy held the public decommissioning ceremony for USS Los Angeles
(SSN-688) at the Port of Los Angeles. The first of the world's largest class of nuclear-powered
submarines. She was placed the special "in commission, in reserve" Los Angeles then traveld
to Puget Sound Naval Shipyard and Intermediate Maintenance Facility.

On February 4, 2011 after 34 years in service, her commissioning pennant was hauled down and
the last shipboard watch was secured. In attendance were her last commanding
officer Cmdr. Steven Harrison, Capt. Mark Whitney, commander of PSNS and IMF; and Capt.
Dan Prince, Chief of Staff for Submarine Group 9.

Commissioned Nov. 13, 1976 as the first of a new class of fast attack submarines, a total of 62
of this class were built between 1972 and 1966 making them the largest nuclear-powered
submarine class in the world.

Commander Harrison, in his closing remarks remembered the important role on the frontline
of defense that Los Angeles and other submarines of her class played during the Cold War.

"The ship served proudly, as well as all the other remaining ships of the class and contributed
to victory in the (Cold) War in ways the general public will never know about," said Harrison.

Among the many honors received during her three decades of service were a Navy Unit
Commendation, 7 Meritorious Unit Commendations, and 7 Battle Efficiency Awards.
During her 16 deployments she participated in 4 Rim of the Pacific (RIMPAC) exercises.

She also play host to Adm. Hyman Rickover and President Jimmy Carter and his wife
Rosalynn for an at sea demonstration of the ships capabilities. It is noted that President
Carter was the only U.S. president that was qualified in submarines.

Capt. Whitney, taking final custody of Los Angeles promised that the Puget Sound
Naval Shipyard and Intermediate Maintenance Facility would honor the ships history.

"The inactivation and retiring of ships is an important part of our business," said Whitney.
"But one of important elements we don't actually talk about an awful lot when we are
executing the work is one of the things we hold very sacred-that is, we will respect
and honor and we will preserve the legacy of your ship."

And so another piece of history, a brave fighting ship goes into retirement. All those who
served aboard Los Angeles will never forget her. It was their home away from home, and
as it is for all sailors; a time of friendships formed, long journeys at sea. Proud moments,
fond memories, and plenty of hard work.

Caring for Camp Lejeune Veterans Act

A bill proposed in the 111th Congress, that would have provided medical care to members of
the military exposed to the contaminated water at Camp Lejeune was never acted upon.

Senator Richard Burr R-NC has once again taken up the challenge. He has introduced S.277 that
will provide hospital care, medical services and nursing home care to veterans and their families who were stationed at Camp Lejeune, North Carolina while the water was contaminated.

The bill is cosponsored by Senators Kay Hagen of North Carolina, Chuck Grassley of Iowa and
Bill Nelson of Florida.

Studies have shown that the water was contaminated with several chemicals including VOCs
(volatile organic compounds) known as PCE including
(Tetrachloroethylene aka Perchloroethylene), TCE (Trichloroethylene), DCE (Dichloroethylene), Vinyl Chloride and BTEX (Benzene, Toluene, Ethylbenzene, and Xylene).

These chemicals are known or suspected human carcinogens.

Many Marines, Sailors, their families, and civilian workers have been affected by contamination
in many forms including breast cancer, liver cancer, kidney cancer, bladder cancer, ovarian cancer,
prostate cancer, cervical cancer, lung cancer, liver disease, miscarriages, leukemia, non Hodgkins
lymphoma, birth defects (cleft palate, heart disease, Choanal atresia, neural tube defects, low
birth weight and small for gestational age).

Sadly, many of those affected by these diseases have not been informed of the danger of this
exposure.

Sen. Burr said "We now have another shot at doing the right thing for the thousands of
Navy and Marine veterans and their families who were harmed during their service to our
country." "While we continue to seek more answers, we can minimize further suffering by
allowing Lejeune veterans and their families to receive the care they need and deserve."

The Navy and Marine Corps maintain that the Camp Lejeune water contaminates have not been
conclusively linked to the illness and cancer that former residents and workers are now facing.

Sen. Kay Hagen (D-NC) said "Since taking office, it has been a priority for me to ensure that
the veterans who were exposed to contaminated water at Camp Lejeune to get the answers
and care they deserve." "I will be working with Senator Burr to see that this important
bill gets passed so we can make sure we keep our promises to our veterans."

Repeal The Disabled Veterans Tax

The American Cold War Veterans are asking Congress to put an end to the unfair tax being placed on veterans who are receiving disability pay, or Social Security Disability Income and retirement benefits.

Under current law, veterans face a dollar for dollar reduction from their retirement pay for any disability benefits they receive.

There is a program which started in 2004 and ends in 2013 that is being phase- in that will partially fix the problem. The ten year program will take too long, and is not enough. It will only affect a veteran with a 50 percent disability rating from the Veterans Affairs.

Last year there were two bills introduced that would have put an end to this unjust treatment of our injured veterans. Neither bill progressed out of committee and died with the end of the 111th Congress.

These bills are being reintroduced this year they are The Retired Pay Restoration, and The Disabled Veterans Termination Act.

We call upon the current Congress to act quickly to pass these two very important bills, and put an end to the concurrent pay laws, and allows a veteran to receive the full amount that they are entitled to.

The American Cold War Veterans are urging equal and just treatment for all veterans, regardless of when or where they served our country.

It is only fair that after these brave men and women have sacrificed, left their loved ones far behind and faced danger every day for our country; that now our country return the respect and give them what is due and just.
